Job summary

MatchaTalent is seeking an Overseas Procurement Manager based in Manila, Philippines, to lead regional carrier resource acquisition and negotiations across Southeast Asia. The role focuses on SMS and voice routes, managing carrier partnerships, and optimizing procurement costs.

You will oversee end-to-end procurement, monitor market trends, ensure regulatory compliance, and collaborate with cross-functional teams in a fast-paced CPaaS environment. 3+ years in telecom procurement preferred.

Qualifications

• Bachelor's degree required in Telecommunications Engineering or related field.
• Minimum 3 years of strategic procurement experience in telecommunications carrier industry.
• Experience with wholesale telecom procurement and carrier partnerships.

Responsibilities

• Identify and onboard telecom operators, wholesalers, and aggregators across Southeast Asia for SMS and voice resources.
• Lead commercial negotiations to secure competitive pricing and reduce procurement costs.
• Build and maintain long-term relationships with telecom carrier partners and stakeholders.
• Oversee end-to-end procurement lifecycle: sourcing, coordination, contracts, pricing, and performance evaluation.
• Monitor regional market trends, pricing movements, and regulatory developments.
• Coordinate with technical and operations teams to resolve route delivery issues and ensure quality.
• Ensure compliance with regional regulations and anti-spam policies.
• Support cross-border initiatives and regional expansion strategies.
• Prepare procurement analyses and market intelligence updates for management.
