Job summary

Countrywide Water Services Inc. in Makati seeks a Technical Operations and Services Manager to lead maintenance, asset management, process engineering and regulatory compliance across multiple sites.

You will oversee STP and desalination systems, drive preventive maintenance, manage technical projects, and ensure safety and environmental standards while guiding engineers and technicians to deliver reliable operations.

Qualifications

• Bachelor's degree in engineering with relevant disciplines.
• Licensed Engineer is preferred.
• Training/certifications in water and wastewater operations, STP operations, desalination, environmental compliance, project management and OSH are desirable.
• PCO accreditation is an advantage.

Responsibilities

• Lead and supervise engineers, supervisors, and technical personnel in the Technical Services Department.
• Oversee operation, maintenance, and performance of water and wastewater facilities including STP and desalination systems.
• Develop and implement preventive and corrective maintenance programs across multiple sites; manage asset reliability and lifecycle planning.
• Provide technical oversight on water and wastewater process operations and support troubleshooting.
• Manage technical projects, facility upgrades, civil works, and infrastructure improvements with internal teams and contractors.
• Ensure compliance with environmental, safety, and regulatory requirements and coordinate PCO functions.

About the role

The Technical Operations and Services Manager leads the company's technical services functions, including maintenance and asset management, process engineering, regulatory and environmental compliance, and project implementation. The role ensures efficient, reliable, and compliant operation of water and wastewater facilities, with must-have experience in Sewage Treatment Plant (STP) operations and desalination systems, while overseeing maintenance programs, technical projects, and teams across multiple sites.

Key responsibilities

• Lead and supervise engineers, supervisors, and technical personnel under the Technical Services Department; cascade management directives and ensure delivery of technical services.

• Oversee the operation, maintenance, and performance of water and wastewater facilities, including STP, desalination systems, water processing assets, and related electromechanical equipment.

• Develop and implement preventive and corrective maintenance programs for equipment and facilities across multiple sites; manage asset reliability, lifecycle planning, and operational efficiency.

• Provide technical oversight on water and wastewater process operations, recommend process improvements, and support troubleshooting of operational and treatment-related issues.

• Manage technical projects, facility upgrades, civil works, and infrastructure improvement initiatives in collaboration with internal teams, contractors, consultants, and regulatory agencies.

• Ensure compliance with environmental, safety, and regulatory requirements, including oversight or coordination of Pollution Control Officer (PCO) functions, and prepare technical reports and recommendations for management.

About you

• Bachelor's Degree in Engineering: Mechanical, Electrical, Civil, Chemical, Environmental, Sanitary, or related Engineering discipline.

• Preferably a licensed Engineer.

• Relevant training/certification in Water and Wastewater Operations, STP Operations, Desalination Systems, Environmental Compliance and Pollution Control, Project Management, and Occupational Safety and Health.

• Pollution Control Officer (PCO) accreditation is an advantage.

• Minimum of 8 years of relevant experience in facilities operations and maintenance, utilities, water and wastewater operations, manufacturing facilities, or industrial operations, with at least 3 years in a managerial capacity.

• Must-have experience in Sewage Treatment Plant (STP) operations and desalination systems operations.

• Facilities Operations &M, preferably across multiple equipment and sites.

• Water and wastewater process operations, process engineering, and technical troubleshooting.

• Preventive and corrective maintenance management; asset management and equipment reliability.

• Project management for water processing, facility upgrades, civil works, and infrastructure improvements.
