Job summary

World Vision Bangladesh seeks a Technical Officer – DRR and Response to guide DRR and emergency response activities in camp settings. The role strengthens community resilience, ensures quality interventions, and supports rapid responses for vulnerable children and households.

The incumbent will assess hazards, coordinate with management and partners, and contribute to protection-aware DRR initiatives and livelihood activities.

Qualifications

  • Bachelor's degree in Disaster Management, Civil Engineering, Environmental Science, Social Science, or related field.
  • Minimum 2–3 years of technical experience in DRR, emergency response, or camp-based humanitarian programming.
  • Familiarity with CCCM/CiC structures, Sphere standards, and child protection principles.
  • Excellent English communication skills (oral and written).
  • Knowledge of MS Office, websites, Outlook, and Lotus Notes.

Responsibilities

  • Provide technical inputs for the design and implementation of DRR and response activities.
  • Support rapid response initiatives for health, education, nutrition, WASH, etc.
  • Conduct technical assessments of camp infrastructure and learning centers.
  • Support hazard, vulnerability, and capacity assessments at the community/camp level.
  • Coordinate with Site Management and CiC on technical service requirements.
  • Provide technical orientation/training to field staff and volunteers.

Job Description
Position Purpose

The Technical Officer – DRR and Response will provide technical guidance and hands-on field support for the implementation of Disaster Risk Reduction (DRR) and emergency response activities. The role focuses on strengthening community resilience, ensuring quality and technically sound interventions, and supporting rapid response efforts for affected populations, particularly vulnerable households and children in the host and camp setting

Key Objectives Of The Position
Technical Support & Implementation
  • Provide technical inputs for the design and implementation of DRR and response activities in line with best practices and sectoral guidelines
  • Support rapid response initiatives (Health, Education, Nutrition, WASH, etc.) for affected households
  • Conduct technical assessments of camp infrastructure, facilities, and learning centers, and recommend upgrades/improvements
  • Support hazard, vulnerability, and capacity assessments (HVCA) at the community/camp level
Emergency Preparedness & Response
  • Support emergency needs assessments of children and vulnerable groups in targeted camp locations
  • Assist in developing and testing early warning systems for landslides, flooding, and other hazards
  • Build awareness among vulnerable households on disaster preparedness and appropriate response actions
  • Support contingency planning and stockpiling of emergency response materials as needed
Monitoring, Reporting & Quality Assurance
  • Contribute technical inputs to Situation Reports (SitRep) and share with relevant channels
  • Monitor the technical quality of DRR and response interventions and recommend corrective actions
  • Support data collection, household-level visits, and case documentation of affected children and families
  • Maintain technical files, assessment reports, and lessons-learned documentation
Coordination & Liaison
  • Coordinate with Site Management and Camp-in-Charge (CiC) on technical service requirements
  • Participate in sectoral/cluster coordination meetings to share technical updates and advocate for vulnerable households
  • Liaise with local authorities, technical working groups, and other humanitarian actors on DRR-related technical matters
Capacity Building
  • Provide technical orientation/training to field staff, volunteers, and community groups on DRR concepts and response protocols
  • Support community-based disaster management committees or similar structures
Project Technical Guidance And Implementation
  • Strong technical/analytical skills for assessments and hazard mapping
  • Good report-writing and documentation skills
  • Ability to work under pressure in emergency contexts and travel to field/camp locations
  • Strong interpersonal and community engagement skills
  • Proficiency in local language; working knowledge of English preferred
  • Manage the assigned project(s) to meet the project objectives within budget, set time frame, quality, and standards
  • Develop and implement an appropriate and effective project strategy, setting clear objectives and indicators, for Livelihoods & entrepreneurship development activities in consultation with other staff and youth and women entrepreneurs and, where appropriate, with the local communities
  • Mainstream protection, accountability, gender, disability, and environmental protection
  • All documents guiding implementation, such as budgets, DIPs, and projections, are prepared, updated, and used correctly
  • Ensure needs assessments and surveys are conducted, data analyzed, and suggestions made for appropriate interventions as needed.
  • Regular monitoring and reporting of project implementation.
  • Timely Submission of quality narrative reports to the line manager on project progress, program team, and donors.
Staff Management
  • Line manages the staff(s) of the assigned project(s), including day-to-day management, development and training etc.
  • Take responsibility for discussing job expectations; appraise performance against set objectives regularly.
  • Overall responsibility for staff work plans, vacation schedules, and development activities, and maintain a professional and open relationship with team members, promoting a strong spirit and providing oversight and guidance to allow for successful team performance.
  • Staff coaching and technical supervision for their development.
Coordination And Networking
  • Maintain and create strategic partnerships and networks with donors, the UN, and other NGOs.
  • Actively participate in Cluster meetings to ensure WV programming information is shared and requests for cluster mechanisms are responded to.
  • Keep and share information from NGO meetings, government correspondence, and internal World Vision Lessons Learned.
  • Ensure that World Vision is represented in coordination forums and review meetings.
  • Foster formal government at all levels and community engagement and coordination
Financial Management
  • Manage the DRR assigned project and ensure all expenses are according to budget, meet donor standards for financial management, including accountability and good governance.
  • Manage the program budget through the passing of timely orders, the preparation of monthly forecasts, and the monitoring of expenditure.
Spiritual Leadership
  • Exhibit spiritual maturity, integrity, and a dynamic personal sense of life calling
Knowledge, Skill & Experience
Required Education, training, license, registration, and/or Certification
  • Bachelor's degree in Disaster Management, Civil Engineering, Environmental Science, Social Science, or related field
  • Minimum 2–3 years of technical experience in DRR, emergency response, or camp-based humanitarian programming
  • Familiarity with CCCM/CiC structures, Sphere standards, and child protection principles
  • Prior experience working with displaced populations preferred
  • Preferred Experience, Knowledge and/or other Qualifications
  • Knowledge of DRR & Climate Change Adaptation Intervention, System Strengthening & Networking, Livelihood, Group Management, etc.
  • Reporting and accounting experience needed
  • Experience in project implementation, monitoring, evaluation, and report writing.
  • Good at communication, interpersonal skills, and cross-cultural sensitivity.
  • Familiar with the various tools used in the field for program monitoring
  • Excellent English communication skills (oral and written)
  • Knowledge of MS Office, websites, Outlook, and Lotus Notes
