Qualifications

• Must hold PgMP, PMP, or CCM certification.
• At least 10 years of experience in managing complex engineering and construction programs.
• Proven ability to synthesize data into actionable executive intelligence.
• Strong risk management, feasibility analysis, and program controls experience.

Responsibilities

• Direct large-scale engineering and construction programs across multiple installations; consolidate data into enterprise-level insights for strategic decision-making.
• Provide feasibility evaluations, construction methodology recommendations, portfolio resource allocation strategies, and quality trend assessments.
• Establish and maintain a consolidated Program Risk Register; identify threats; quantify impacts; and develop mitigation/recovery strategies.
• Deliver regular risk assessments, progress reports, and actionable recommendations to ensure proactive program controls, budget discipline, and schedule alignment across the portfolio.
• Perform other responsibilities associated with this position as may be appropriate.
