Job summary

Offshorly, Ltd. seeks an experienced offshore technical leader to drive Meter-to-Cash and meter data projects. You will own the architecture across Oracle CCS, C2M, CC&B, MDM, and SGG and act as the main offshore contact for US onshore leads and client delivery managers.

You will guide a team of 5–15+ specialists in Java, Groovy, and OUAF, manage batch processing and failure triage, and plan Oracle cloud upgrades for clean deployments.

Qualifications

• 8–20+ years in Oracle Utilities deployments and managed services.
• Strong batch processing, monitoring, restarts and error handling.
• Proficient in OUAF, Java, Groovy, SQL/PL-SQL, HQL and OCI.
• Experience leading offshore teams of 5–15+ personnel.
• Oracle Utilities certification (CCS, C2M, CC&B) preferred.

Responsibilities

Job description

The Role:

Lead the offshore team (developers, designers, testers) building and supporting utility billing (Meter-to-Cash) and meter data (MDM) systems. You'll be the top technical authority offshore and the main point of contact for US onshore leads and client delivery managers.

What You'll Do:

• Own the architecture: Lead technical and functional design across Oracle CCS, C2M, CC&B, MDM, and SGG. Review and sign off on design documents for major enhancements and integrations.
• Optimize batch processing: Design and troubleshoot nightly batch schedules and high-volume data loads. Keep billing cycles running on time.
• Run production support: Lead L2/L3 triage for critical (P1/P2) incidents and perform root-cause analysis on failures.
• Guide development: Direct the team on Java/Groovy components, Business Objects, web services, and other OUAF work.
• Manage meter data flows: Oversee usage calculations, VEE rules, interval data, and smart meter processing across MDM and SGG.
• Plan upgrades: Lead impact assessments for Oracle cloud releases, patches, and environment refreshes, ensuring clean deployments.

What You Need:

• 8–20+ years in Oracle Utilities implementations, upgrades, and managed services (CC&B v2.x, C2M v2.6+, CCS, MDM, SGG)
• Deep batch processing expertise: thread allocation, job controls, monitoring, restarts, error handling
• Strong command of OUAF, Java, Groovy, SQL/PL-SQL, HQL, and Oracle Cloud Infrastructure (OCI)
• Proven experience as a technical/functional lead managing offshore teams of 5–15+
• Oracle Utilities certification (CCS, C2M, or CC&B) strongly preferred
