Job summary

Qualifications

  • Bachelor's degree in engineering, economics, finance, business administration, public administration, or related disciplines preferably with master's degree or equivalent.
  • At least 8 years' experience in general administration, business development, project administration and implementation, and at least 4 years' supervisory experience.
  • Preferably with related experience in international agencies.
  • Experience undertaking background research on defined tasks, and in handling numeric work and information systems.
  • Proficiency in written and verbal communications skills in English and Turkish.

Responsibilities

  • Support the business development and project processing activities of ADB in Türkiye.
  • Review and ensure compliance with ADB procedures in RRP and PAM; review design, alignment, and financing arrangements.
  • Maintain project profiles and milestones in e-Ops and information systems.
  • Support implementation and monitoring of active ADB projects and TA operations.
  • Review procurement documents, bid evaluations, and consultant recruitment per ADB policies.
  • Assist with missions reviews and guidance to executing agencies on ADB guidelines.
  • Ensure accuracy of portfolio management reports and respond to board/management queries.
  • Lead with briefing notes and presentations for workshops and meetings.
  • Develop team documentation, databases, and computerized systems.
  • Perform other responsibilities as reflected in the workplan.

Organizational Setting and Reporting Relationship

The position of Senior Operations Officer is assigned to the Türkiye Resident Mission (TURM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission Office in Ankara, Türkiye.

You will report to the Country Director (CD), TURM and/or designated Technical International Staff, and will supervise junior team members.

Your Role

As a Senior Operations Officer, you will provide guidance and assistance in general administration, business development, project processing activities related to loans and technical assistance (TA) projects, portfolio management, project administration and supervision support, and knowledge management. You will be assigned to projects, knowledge work, budget management, or other activities within the sector or different practice areas.

You will:
  • Support the business development and project processing activities of ADB in the country.
  • Ensure compliance with ADB procedures by reviewing the draft report and recommendation of the President (RRP) and project administration manual (PAM). Review design, strategic alignment, implementation and financing arrangements, including those on procurement and consultant recruitment, cost estimates, allocation of proceeds, reporting arrangements, and others. Take into account lessons learned during the review process.
  • Ensure regular preparation and updating of project profiles and processing milestones in the e-Ops and other information management systems of ADB.
  • Support the implementation and monitoring of active ADB-supported projects and TA operations.
  • Help review bidding documents for procurement of goods and services, bid evaluation reports and prequalification reports and ensure compliance with ADB policies.
  • Help with the review and processing missions and provide guidance to executing agencies (EAs) on ADB's guidelines.
  • Ensure accuracy of different portfolio management reports, papers, and publication for management review and use. Coordinate collection, verification and updating of information for responding to board/ management queries.
  • Lead in the preparation of briefing notes and presentation materials for workshops, conferences, meetings, and seminars.
  • Lead in the development of the team's documentation, databases, and computerized systems.
  • Perform other responsibilities that may be assigned as reflected in your workplan.
You will need:
  • Bachelor's degree in engineering, economics, finance, business administration, public administration, or related disciplines preferably with master's degree or equivalent.
  • At least 8 years' experience in general administration, business development, project administration and implementation, and at least 4 years' supervisory experience.
  • Preferably with related experience in international agencies.
  • Experience undertaking background research on defined tasks, and in handling numeric work and information systems.
  • In-depth understanding of the interactions between different work areas and workflows and their purposes.
  • Experience making simple causal links, prepare pro-and-con lists to reach a decision, and set priorities for tasks in order of importance.
  • Proficiency in written and verbal communications skills in English and Turkish.
  • Proficiency in using information technologies for data management and reporting.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Türkiye.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment).

After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
