Job summary

SMEC is seeking an experienced HSE leader to develop and maintain safety, health, and environmental programs in line with Philippine laws and client needs. You will lead risk assessments, investigations, audits, and training to drive zero-harm performance.

The role requires DOLE accreditation or eligibility, 40-Hour BOSH, and extensive experience with large projects. You will mentor HSE staff and collaborate with clients and regulators to ensure compliant, sustainable operations.

Qualifications

  • Completion of the mandatory 40-Hour Basic Occupational Safety and Health (BOSH) training.
  • DOLE-accredited Safety Practitioner and/or Safety Consultant preferred.
  • Strong knowledge of local regulatory requirements and international HSE standards.
  • Experience managing HSE for large-scale construction and infrastructure projects.
  • Familiarity with OSHA, ISO standards and local construction safety regulations.

Responsibilities

  • Develop, implement, and maintain HSE policies, procedures, and management systems.
  • Ensure compliance with Philippine safety, health, and environmental laws, regulations, and client requirements.
  • Lead hazard identification, risk assessments, and the implementation of control measures.
  • Oversee incident investigations, root cause analyses, and corrective actions.
  • Plan and conduct HSE audits, inspections, and compliance monitoring.
  • Manage emergency preparedness programs, response plans, and drills.
  • Promote a positive safety culture through training, coaching, and leadership engagement.
  • Monitor and report HSE performance metrics and KPIs to management.
  • Ensure environmental compliance, including waste management and sustainability initiatives.
  • Liaise with regulatory agencies, clients, and stakeholders on HSE matters.
  • Lead, mentor, and develop HSE personnel to support safety objectives.

Job description

Key Responsibilities

  • Ensure compliance with Philippine safety, health, and environmental laws, regulations, and client requirements.
  • Ensuring the business is legally compliant with all health and safety legislation.
  • Lead hazard identification, risk assessments, and the implementation of appropriate control measures.
  • Oversee incident investigations, root cause analyses, and corrective and preventive action programs.
  • Plan and conduct HSE audits, inspections, and compliance monitoring activities.
  • Manage emergency preparedness programs, response plans, and emergency drills.
  • Promote a positive safety culture through training, awareness campaigns, coaching, and leadership engagement.
  • Monitor and report HSE performance metrics, trends, and key performance indicators (KPIs) to management.
  • Manage consultant, contractor and subcontractor compliance with HSE requirements and safety standards.
  • Ensure environmental compliance, including waste management, pollution prevention, and sustainability initiatives.
  • Liaise with regulatory agencies, clients, and stakeholders on HSE matters.
  • Lead, mentor, and develop HSE personnel to support organizational safety and environmental objectives.
  • Drive continuous improvement initiatives to achieve zero harm, reduce risks, and enhance overall HSE performance.
  • Support project and operational teams in maintaining safe, healthy, and environmentally responsible workplaces.
Key Qualifications
  • Bachelor's Degree in Engineering, Occupational Safety and Health or a related field.
  • Minimum 10 years of progressive experience in Occupational Health, Safety, and Environmental Management.
  • Must be a DOLE-accredited Safety Practitioner and/or Safety Consultant.
  • Completion of the mandatory 40-Hour Basic Occupational Safety and Health (BOSH) training.
  • Strong knowledge of local regulatory requirements and international HSE standards.
  • Experience managing HSE requirements for large-scale construction and infrastructure projects.
  • Familiarity with OSHA, ISO standards, and local construction safety regulations.
  • Membership in recognized HSE professional organizations is preferred.
