Job description

Job Title: Regulatory Compliance Officer

Location: Makati office with frequent travelling

Reporting To: Project Development Director

Contract: Permanent/Full time

The Regulatory Compliance Officer is responsible for securing, maintaining, and renewing all government permits, licenses, and regulatory clearances required for the development, construction, and operation of renewable energy projects. The role requires deep familiarity with Philippine energy and environmental regulatory frameworks, strong interagency coordination skills, and the ability to manage multiple permitting workstreams simultaneously across diverse project sites.

KEY RESPONSIBILITIES

A. Permitting and Licensing

• Manage end-to-end permitting for renewable energy projects, including DOE Service Contracts and GEA compliance, ERC Market Participant Registration, NGCP Grid Interconnection Study applications, and LGU Business Permits and Locational Clearances.
• Coordinate applications for DENR-EMB Environmental Compliance Certificates (ECC), Environmental Impact Assessments (EIA), and Annual Environmental Reports under applicable Philippine regulations.
• Secure sector-specific clearances including National Water Resources Board (NWRB) Water Rights, NCIP Free, Prior and Informed Consent (FPIC) for projects in or near ancestral domain areas, HLURB/DHSUD zoning clearances, and Bureau of Fire Protection permits, among others.
• Track and maintain permit validity calendars; initiate renewals and compliance well ahead of expiration to prevent lapses in regulatory standing. Maintain complete and organized permit folders for all active and pipeline projects, both physical and digital.

B. Regulatory Compliance

• Ensure ongoing compliance with DOE issuances, including GEA milestone reporting and annual compliance certifications.
• Monitor and respond to regulatory updates from the DOE, DENR-EMB, ERC, NGCP, LGUs, and other relevant agencies; assess impact on project timelines and operations.
• Prepare and submit regulatory reports, letters, compliance manifestations, and agency correspondences, including representations before government bodies.
• Coordinate with the Legal team on regulatory disputes, penalty exposures, and compliance risk management.
• Support ERC filings for market participation, power supply agreements, and Missionary Electrification projects.

C. Stakeholder and Government Relations

• Build and maintain productive working relationships with key regulatory counterparts at DOE, DENR-EMB, ERC, NGCP, LGUs, NCIP, and other government offices.
• Represent the company in public hearings, stakeholder consultations, agency meetings, and permit-related proceedings.
• Coordinate with Barangay officials, MLGU, and PLGU for local endorsements, resolutions, and community-level permitting requirements.
• Facilitate Affidavits of Non-Objection, right-of-way negotiations, and other communitybased compliance documentation.

D. Cross-functional Coordination

• Collaborate with Engineering, Legal, Finance, and Construction teams to align permitting schedules with project development milestones.
• Brief senior management and the ExCom on permitting risks, bottlenecks, and regulatory exposure through structured status updates.
• Support land acquisition and due diligence processes by identifying permitting requirements tied to land use, zoning, and environmental classification.
• Assist in the preparation of lender compliance documentation for project finance processes, including IFC Performance Standards compliance and ESG reporting.

E. Documentation and Records Management

• Maintain a comprehensive permitting tracker with real-time status, responsible owners, target dates, and escalation flags for all projects.
• Prepare briefing notes, issues and bottleneck reports, and executive summaries for management consumption.
• Ensure document integrity and proper filing of all agency correspondences, clearances, permits, and compliance records.

QUALIFICATIONS

• Bachelor's degree in Environmental Science, Environmental Engineering, Law, Political Science, Public Administration, or a related field.
• A Juris Doctor (J.D.) or currently enrolled in a law program is a plus.
• Relevant post-graduate training in environmental law, energy regulation, or project development is a plus.

WORK EXPERIENCE REQUIREMENTS

• 3+ years of relevant experience in permitting, regulatory compliance, or government relations, preferably in the energy, infrastructure, or extractive industries.
• Demonstrated experience dealing with Philippine regulatory agencies (DOE, DENR-EMB, ERC, NGCP, LGU, NCIP).
• Prior exposure to renewable energy project development is highly preferred.

SKILL REQUIREMENT

• Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook); experience with document management systems is an advantage.
• Strong analytical and report-writing skills; able to distill complex regulatory issues into concise management communications.
• Excellent interpersonal and relationship-building skills with government officials and community stakeholders.
• High attention to detail and strong organizational skills; able to manage multiple deadlines across several projects simultaneously.
• Strong written and verbal communication skills in both Filipino and English.
