Job Summary:
The CMD – Quantity Surveyor (Mechanical | Plumbing | Fire Protection) is responsible for ensuring accurate cost management and financial oversight for all mechanical, plumbing, and fire protection (MPF) works in the project lifecycle. This role involves preparing cost estimates, bills of quantities (BOQs), procurement documentation, and cost control measures. The position requires close coordination with the construction management and design teams to ensure that cost management aligns with project specifications, budget constraints, and client expectations.

Duties and Responsibilities:
1. Cost Estimation and Budgeting
- Prepare cost estimates for mechanical, plumbing, and fire protection works based on design progress and scope changes.
- Assist in the preparation and review of the Bill of Quantities (BOQ) for MPF works, ensuring accuracy and completeness.
- Monitor cost variations, conduct cost analyses, and provide recommendations for cost optimization specific to MPF scopes.

2. Tender and Procurement Support
- Assist in the preparation of tender documents, including BOQs and specifications for MPF works.
- Evaluate bids and prepare cost comparison reports to support procurement decisions for MPF contracts.
- Provide cost assessments and recommendations for value engineering and alternative materials or methods in MPF works.

3. Cost Monitoring and Control
- Track and manage cost expenditures for MPF works, ensuring alignment with project budgets.
- Prepare financial reports, cost variance analyses, and progress payment certifications related to MPF works.
- Support contract administration by reviewing variation orders, claims, and other cost-related project documents related to MPF scopes.

Qualifications:
- Bachelor’s degree in Mechanical Engineering, or related field
- Possession of relevant professional certifications or licenses (e.g. PRC License Holder, TPICQS, etc.)
- Minimum of 5 years of experience in quantity surveying, cost estimation, and construction cost management, ideally with a focus on pre-construction, tendering, and award phases.
- Strong understanding of cost estimation, BOQ preparation, contract administration, and financial analysis for MPF works.
- Familiarity with industry standards, regulations, and construction methodologies.
- Proficiency in quantity surveying software (e.g. PlanSwift) and other cost management tools. Strong analytical skills for cost estimation and budgeting.
- Excellent communication skills for coordination with CM, design teams, and contractors.
- Ability to interpret technical drawings and specifications for accurate cost assessment.
- Commitment to continuous learning and staying updated on cost management trends.
- Strong attention to detail and accuracy in cost-related tasks.
