Outsourced is hiring a commercially focused Quantity Surveyor / Estimator for a homebased role servicing NZ projects from the Philippines. You will manage estimating, procurement, budgets and commercial reporting across tender and project delivery.

Qualifications

Responsibilities

About the client (NZ)

Our NZ client is seeking an experienced and commercially capable Quantity Surveyor / Estimator & Procurement Coordinator to become a key member of our growing team. The role will provide end-to-end commercial support across the client's projects, from initial tender and estimating through procurement, project cost management, variations, progress claims and final account. This is not intended to be a narrowly focused quantity surveying position. We are looking for someone who can take ownership of the commercial and procurement administration of projects and work closely with the management, Regional Operators, suppliers and subcontract installation teams.

Estimating & Tendering
  • Review construction drawings, specifications, schedules and tender documentation.
  • Complete accurate quantity take-offs and measurements.
  • Prepare detailed estimates and tender pricing.
  • Obtain and analyse supplier and subcontractor quotations.
  • Prepare tender comparison schedules.
  • Identify exclusions, qualifications, risks and opportunities within tender documentation.
  • Assist management with tender reviews prior to submission.
  • Prepare and coordinate tender submissions.
  • Maintain historical pricing, labour rates, material rates and estimating information.
  • Assist in developing standardised the client's estimating templates and systems.
Procurement
  • Prepare project procurement schedules following award.
  • Obtain competitive supplier and subcontractor quotations.
  • Prepare quotation comparisons and procurement recommendations.
  • Coordinate purchase orders and subcontractor engagement documentation.
  • Track material requirements, orders, deliveries and lead times.
  • Liaise with suppliers to ensure pricing and supply requirements are maintained.
  • Work with Regional Operators and project teams to ensure materials are available when required.
  • Identify potential procurement savings and alternative products/suppliers where appropriate.
  • Maintain preferred supplier and subcontractor pricing information
Quantity Surveying & Commercial Management
  • Establish and maintain project budgets following contract award.
  • Monitor committed and forecast project expenditure.
  • Maintain cost-to-complete forecasts.
  • Prepare project cost reports and margin forecasts
  • Identify and track variations.
  • Prepare variation pricing and supporting documentation.
  • Assist with preparation of progress claims and payment documentation.
  • Review supplier and subcontractor invoices/claims against agreed pricing and completed work.
  • Track project profitability against tender allowances and budgets.
  • Assist with final accounts and project commercial close-out.
  • Provide management with timely information on commercial risks or potential cost overruns.
Project & Regional Support
  • Assist with the commercial handover of successful tenders into project delivery.
  • Work closely with Regional Operators and subcontract installation teams.
  • Provide project teams with budgets, procurement information, scopes and commercial documentation.
  • Assist with project documentation and commercial reporting.
  • Maintain accurate project records and document control relating to pricing, procurement and variations.
  • Support multiple projects and regions simultaneously.
  • Help develop consistent commercial processes across the regional network.
Required skills
  • A Quantity Surveying, Construction Management, Engineering or similar relevant qualification.
  • Ideally 5+ years experience in quantity surveying, estimating or commercial construction.
  • Strong construction drawing and specification interpretation skills.
  • Demonstrated experience completing detailed quantity take-offs.
  • Experience preparing construction estimates and tenders.
  • Strong procurement and supplier quotation analysis experience.
  • Experience with project budgets, variations, progress claims and cost reporting.
  • Excellent Microsoft Excel skills.
  • Experience with construction estimating/QS software.
  • Strong numerical and analytical ability.
  • High attention to detail.
  • Strong written and spoken English.
  • Ability to communicate confidently with management, suppliers, subcontractors and project teams.
  • Ability to manage multiple tenders and live projects simultaneously.
  • Ability to work independently with limited supervision.
  • Strong commercial judgement and a proactive approach to identifying problems.
Highly Desirable
  • New Zealand or Australian construction experience.
  • Insulation, interiors, fit-out, building envelope or specialist subcontracting experience.
  • Experience working for a construction subcontractor rather than solely a consultancy.
  • Familiarity with New Zealand construction drawings, specifications and tender documentation.
  • Material procurement and supplier management experience.
  • Subcontractor procurement and management experience.
  • Construction contracts and commercial administration experience.
  • Simpro or similar construction/project management systems.
  • Bluebeam, CostX, Cubit, Buildxact or comparable take-off/estimating software.
Work Schedule (Dayshift)
  • Monday to Friday (6AM-3PM; Manila time)
Work Setup (WFH)
  • Permanent Homebased
  • Candidate's are expected to have a conducive (quiet, distraction‑free) dedicated workspace
  • Equipment will be provided by the company
  • Hired staff is required to have a stable and reliable internet connection with at least 20MBPS for both download AND upload speed.
