Job summary

AboitizPower in Ilocos Norte is seeking a QA/QC Supervisor to lead on-site quality assurance and control for EPC construction activities in a solar project. You will oversee field procedures, verify compliance with NSCP, PEC, IEC, and ISO standards, and enforce the ITP while coordinating with engineers and contractors.

The role requires a PE license, at least five years of engineering experience, and three years in QA/QC on utility-scale solar projects.

Qualifications

  • Bachelor’s degree in Electrical Engineering or Civil Engineering.
  • At least five years related engineering experience, with at least 3 years QA/QC in utility-scale solar PV projects.
  • Registered/Licensed Professional Engineer.
  • Experience handling quality control on solar projects >30MW.
  • CWI or ISO 9001 Lead Auditor certification is an advantage.

Responsibilities

  • Supervise the direct field implementation of established quality procedures, guidelines, standards, and technical specifications for the Talingaan SPP project
  • Oversee the daily Quality Assurance and Quality Control management system at the construction site
  • Verify that all field construction and electrical installation processes comply with national standards (PEC, NSCP) and international standards (IEC, IEEE, ISO)
  • Execute and enforce the approved ITP, including field testing methods (pile pull-out tests, torque checks, megger testing, EL testing)
  • Issue, track, and analyze NCRs; evaluate contractor site rectifications to maintain quality and prepare weekly/monthly reports
  • Inspect the quality of inbound materials (modules, inverters, trackers, cables, transformers) at site
  • Witness and validate Site Acceptance Tests (SAT), FAT where required, pre-commissioning procedures, and final power plant testing
  • Audit supplier/contractor inspection procedures, welding/electrical certifications, and field personnel qualifications
  • Inspect final site outputs against contract requirements, endorsing approval or rejection of works
  • Coordinate with on-site teams to conduct regular quality audits on specialized processes
  • Maintain QA/QC documentation including calibration certificates, test results, NCR registers, site logs, and delivery receipts
  • Troubleshoot and provide guidance to resolve site-level engineering quality issues
  • Orient and brief contractors and site staff on quality protocols and project methods

As QA/QC Supervisor, you will be responsible for supervising daily on-site quality assurance and quality control operations). This role ensures the Engineering, Procurement, and Construction (EPC) contractor executes all civil, structural, mechanical, and electrical works in strict compliance with approved design drawings, technical specifications, applicable national/international codes, and the project's Quality Management System. The position focuses on field-level verification, execution of the Inspection and Test Plan (ITP), material inspections, and the rigorous tracking and resolution of Non-Conformance Reports (NCRs) and contribute directly to transforming energy for a better world. You will work closely with the Project Development and Execution Team to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.

In This Role, Your Responsibilities Will Be:
  • Supervise the direct field implementation of established quality procedures, guidelines, standards, and technical specifications for the Talingaan SPP project
  • Oversee the daily Quality Assurance and Quality Control management system at the construction site
  • Verify that all field construction and electrical installation processes comply with national standards (e.g., PEC, NSCP) and international standards (e.g., IEC, IEEE, ISO)
  • Execute and enforce the approved Inspection and Test Plan (ITP), including field testing methods (e.g., pile pull-out tests, torque checks, megger testing, EL testing)
  • Issue, track, and analyze Non-Conformance Reports (NCRs); evaluate contractor site rectifications to maintain optimal quality and prepare localized weekly/monthly quality performance reports.
  • Inspect the quality of all inbound permanent materials (modules, inverters, trackers, cables, transformers) at the site to ensure alignment with project specifications and approved supplier technical data sheets.
  • Witness and validate key site milestones, including Site Acceptance Tests (SAT), Factory Acceptance Tests (FAT) where required, pre-commissioning procedures, and final power plant testing.
  • Audit supplier/contractor inspection procedures, welding/electrical certifications, and field personnel qualifications.
  • Inspect final site outputs against contract requirements, endorsing approval or rejection of works to the Construction manager and Project Manager.
  • Coordinate with various on-site engineering and construction teams to conduct regular quality audits on specialized processes.
  • Maintain, compile, and catalog all QA/QC documentation, including equipment calibration certificates, test results, inspection requests (RFI), NCR registers, site logs, and material delivery receipts.
  • Troubleshoot, isolate, and provide technical guidance to resolve site-level engineering problems related to quality control aspects
  • Orient and brief contractors, technicians, and site staff on specific quality protocols and project-specific technical execution methods
What You Will Need:
Education & Experience:
  • Bachelor’s degree in Electrical Engineering, Civil Engineering.
  • At least five [5] years related engineering experience, with at least 3 years specialized in QA/QC for utility-scale solar PV power plant projects. At least 2 years in a supervisor or senior site inspector role.
  • Registered/Licensed Professional Engineer.
  • Experience handling quality control monitoring on at least one completed solar project greater than 30MW.
  • Certified Welding Inspector (CWI) or ISO 9001 Lead Auditor certification is an advantage.
Technical / Functional Skills:
  • Proficiency in Computer Skills (MS Excel, Word, AutoCAD, Document Control Systems), NSCP, PEC, IEC, and ISO Quality Standards,
  • Strong skills in Site Supervision & Inspector Management, Field Problem Solving and Technical Decision Making, Interpretation of Civil, Structural, and Electrical IFC Drawings and Solar PV Commissioning & Field Testing Procedures (SAT/Megger/EL).
