A Purchasing Manager is not just a buyer—they are a strategic partner. Their work directly impacts project success, profitability, client satisfaction, and reputation of the company in a competitive market.
What you'll do
Oversees and ensures that the whole Purchasing Department operates properly across all areas.
Ensures proper coordination and communication of purchasing concerns/transactions to all concerned departments.
Prepares annual plans, operating and cost budgets. Ensures regular tracking of expense performance and expenditures.
Performs regular checks on prices of items in the market to ensure prices quoted by suppliers are competitive.
Establishes reliable supply sources and backup sources to ensure uninterrupted construction work.
Ensures that purchasing strategies and processes are in place to meet business objectives and operational needs in terms of price, quality, and delivery targets.
Ensures strong communication between teams under leadership to facilitate the exchange of information and to implement change and improvements.
Manages the evaluation, and negotiation, and makes recommendations on critical purchases and general materials required by the company.
Searches and explore the market for new and alternative ideas, products, and materials, which will contribute to improving efficiency and profitability.
Maintains a good working relationship with vendors/suppliers and internal customers by establishing a good rapport and professional working relationships.
Represents the Purchasing Department during BOQ (Bill of Quantities) generation together with the Design and Planning and Engineering Departments.
Checks and approves Purchase Order (PO) and Canvass Sheet and Request for Payment (RFP)
Conducts spot-checking and audit of all monitoring files and databases of different areas.
Ensures timeliness and accuracy of reports across all areas and consolidates the reports for the Department.
Ensures that the Materials Catalogue is regularly updated across all areas.
Joins Suppliers’ Bidding of Materials in the Bidding Committee.
Planning:
a. Purchasing Manager conducts studies, strategizes and identifies: Materials needed for Advance Canvass on local and overseas suppliers and materials for Bulk/lock-in Purchase
b. Receives and reviews Canvass Sheet from Technical/Importation Officer.
c. Decides and recommends where to Purchase the materials (if local or imported).
d. Studies the market to identify price trends and future availability of materials and goods with Cost Engineers.
Importation:
a. Monitors all importation transactions from Ordering to Delivery.
b. Monitors the inventory of Imported Materials
Coach, mentor and develop identify training needs of the team.
Approve and sign Leave Requests of Purchasing Officer in all Areas and Staff in Manila Head Office
Attend team meetings, MANCOM meetings, Business Reviews with Executives, Process Calibration, and other meetings as needed
What we're looking for
Graduate with a Bachelor's Degree in Business Administration, Engineering, Supply Chain Management, Accountancy, Finance or any field
With at least three (3) to four (4) years of supervisory or managerial experience
Strong organizational and communication skills, able to manage tasks effectively and contribute to team collaboration.
Strong understanding of supply chain processes, vendor management, and cost analysis.
Negotiation skills – to secure cost-effective deals and manage supplier relationships.
Integrity and ethical judgment – crucial for handling procurement fairly and transparently.
Attention to detail and ability to meet deadlines consistently.
Willing to travel from time-to-time for regional visits; Cagayan De Oro, Iloilo, Davao, Bacolod
Willing to start as soon as possible
