Job summary

ACCIONA Foundation seeks a Community Development professional to lead field activities in Cebu City and surrounding areas. You will engage communities, document progress, and coordinate logistics for Solar Home System installations while ensuring quality and timely delivery.

Qualifications

• At least 4.5 years of experience in community development or related fields.
• Bachelor's degree in Community Development, Engineering, Project Management, or social sciences.
• Strong project implementation, monitoring, and reporting skills.
• Excellent communication, facilitation, and interpersonal skills.
• Ability to work independently in remote field environments.
• English, Tagalog and Bisaya proficiency is an advantage.
• Background in energy (solar) or WASH projects is desirable.

Responsibilities

• Conduct community engagement activities and stakeholder meetings.
• Support receipt, inventory, and safekeeping of project equipment.
• Coordinate transport, distribution, and installation of Solar Home Systems.
• Assist in design, procurement, and installation infrastructure requirements.
• Support onboarding of local entrepreneur for Users Assistance Center.
• Build partnerships with local governments, NGOs, and cooperatives.
• Assist in needs assessments, planning, and proposal development.
• Ensure activities are on time, with quality, and documented.
• Prepare project reports, case studies, and communications materials.
• Perform finance and administrative tasks and safeguard project funds.
• Undertake other duties as assigned.

KEY RESPONSIBILITIES:

• Conduct community engagement activities, including consultations, meetings, trainings, workshops, selection of user representatives, supervision of installations, and other community-based initiatives.
• Support the receipt, inventory, and safekeeping of project equipment, including the identification of suitable storage facilities within communities, and other field logistics and procurement activities.
• Coordinate logistical requirements related to the transport, distribution, and installation of Solar Home Systems (SHS).
• Assist in the identification, assessment, design, and procurement of installation infrastructure and related project requirements.
• Support the selection and onboarding of the local entrepreneur responsible for operating the Users Assistance Center (UAC), and provide ongoing technical and administrative support as needed.
• Build and strengthen partnerships with barangay and municipal local government units, community leaders, NGOs, electric cooperatives, civil society organizations, and other stakeholders.
• Assist in identifying opportunities for project scaling through needs assessments, project conceptualization, planning, and proposal development.
• Ensure project activities are implemented on time, with quality, and in accordance with approved work plans, while maintaining effective coordination with project partners and stakeholders.
• Contribute to the preparation of project proposals, reports, case studies, and communication materials.
• Perform finance and administrative tasks, including the preparation of purchase requests, processing and liquidation of cash advances, and maintaining proper documentation and records.
• Safeguard and responsibly manage project funds, equipment, assets, and other organizational resources.
• Prepare activity reports and maintain accurate project documentation.
• Undertake other duties and responsibilities as may be assigned.

Required Skills and Competencies

• At least 4.5 years of professional experience in community development, community organizing, stakeholder management and sustainable development.
• Bachelor's Degree in Community Development, Engineering, Project Management, social sciences, or a related field.
• Strong project implementation, monitoring, and reporting skills.
• Excellent communication, facilitation, and interpersonal skills.
• Ability to work independently in remote and field-based environments.
• Proficiency in Microsoft Office applications.
• Strong problem-solving skills.
• Proficiency in English, Tagalog, and Bisaya is an advantage.
• Desirable: Background in energy supply technologies (solar) and WASH ( Water, Sanitation, Hygiene) projects.
