Job summary

ACCIONA Construction Philippines Inc. is seeking a field-based program specialist with strong community development and stakeholder management experience to drive project activities in remote areas of the Philippines.

Qualifications

• At least 4.5 years of professional experience in community development, community organizing, stakeholder management and sustainable development.
• Bachelor's degree in a related field as listed in education requirements.
• Strong project implementation, monitoring, and reporting skills.
• Excellent communication, facilitation, and interpersonal skills.
• Ability to work independently in remote and field-based environments.
• Proficiency in English, Tagalog, and Bisaya is an advantage.

Responsibilities

• Conduct community engagement activities, including consultations, meetings, trainings, workshops, selection of user representatives, supervision of installations, and other community-based initiatives.
• Support receipt, inventory, and safekeeping of project equipment, including storage facilities and field logistics.
• Coordinate logistical requirements related to transport, distribution, and installation of Solar Home Systems (SHS).
• Assist in identification, assessment, design, and procurement of installation infrastructure and related project requirements.
• Support onboarding of local entrepreneur for the Users Assistance Center (UAC) and provide ongoing support.
• Build partnerships with local government units, NGOs, electric cooperatives, civil society organizations, and stakeholders.
• Identify opportunities for project scaling through needs assessments, planning, and proposal development.
• Ensure activities are implemented on time, with quality, per approved work plans, with coordination with partners.
• Contribute to preparation of project proposals, reports, and communication materials.
• Perform finance and administrative tasks, including purchase requests, cash advances, and documentation.

KEY RESPONSIBILITIES:

• Conduct community engagement activities, including consultations, meetings, trainings, workshops, selection of user representatives, supervision of installations, and other community-based initiatives.

• Support the receipt, inventory, and safekeeping of project equipment, including the identification of suitable storage facilities within communities, and other field logistics and procurement activities.

• Coordinate logistical requirements related to the transport, distribution, and installation of Solar Home Systems (SHS).

• Assist in the identification, assessment, design, and procurement of installation infrastructure and related project requirements.

• Support the selection and onboarding of the local entrepreneur responsible for operating the Users Assistance Center (UAC), and provide ongoing technical and administrative support as needed.

• Build and strengthen partnerships with barangay and municipal local government units, community leaders, NGOs, electric cooperatives, civil society organizations, and other stakeholders.

• Assist in identifying opportunities for project scaling through needs assessments, project conceptualization, planning, and proposal development.

• Ensure project activities are implemented on time, with quality, and in accordance with approved work plans, while maintaining effective coordination with project partners and stakeholders.

• Contribute to the preparation of project proposals, reports, case studies, and communication materials.

• Perform finance and administrative tasks, including the preparation of purchase requests, processing and liquidation of cash advances, and maintaining proper documentation and records.

• Safeguard and responsibly manage project funds, equipment, assets, and other organizational resources.

• Prepare activity reports and maintain accurate project documentation.

• Undertake other duties and responsibilities as may be assigned.

Required Skills and Competencies

• At least 4.5 years of professional experience in community development, community organizing, stakeholder management and sustainable development.

• Bachelor's Degree in Community Development, Engineering, Project Management, social sciences, or a related field.

• Strong project implementation, monitoring, and reporting skills.

• Excellent communication, facilitation, and interpersonal skills.

• Ability to work independently in remote and field-based environments.

• Proficiency in Microsoft Office applications.

• Strong problem-solving skills.

• Proficiency in English, Tagalog, and Bisaya is an advantage.

• Desirable: Background in energy supply technologies (solar) and WASH ( Water, Sanitation, Hygiene) projects.

• Willingness to travel to remote areas.
