Job summary

Meralco PowerGen (MGEN) seeks a Project Controls Head to establish and manage the controls framework for large-scale power generation projects. This leader will integrate cost control, scheduling, performance measurement, and document control to provide timely executive health metrics.

They will mentor the controls team, ensure compliance with accounting principles, and drive proactive risk mitigation using EVM, critical path scheduling, and robust change control and reporting.

Qualifications

  • Bachelor's degree in Engineering, Finance, Accounting, or Construction Management.
  • Master's degree or professional certification (AACE International or PMP) is highly desirable.
  • Minimum of 10–12 years of progressive experience in project controls for large-scale capital projects.
  • At least 5 years in a leadership role managing a multi-disciplinary Project Controls team.
  • Demonstrable experience in the power generation, oil & gas, or heavy industrial sector is mandatory.

Responsibilities

  • Establish standardized project controls policies, procedures, and reporting structures for cost, schedule, and change management.
  • Lead, mentor, and oversee the Project Controls team (Officer, Analyst, Document Controller, Accountant, Scheduler).
  • Ensure all project controls activities comply with corporate financial standards and project finance requirements.
  • Drive accurate development and justification of the Estimate At Completion (EAC) and flag overruns with mitigation strategies.
  • Oversee the implementation and maintenance of the Earned Value Management (EVM) system.
  • Ensure the Scheduler maintains a fully resource-loaded, cost-integrated critical path schedule.
  • Prepare and present executive-level project controls reports highlighting variances and risks.
  • Manage the formal change control process and assess impact on schedule, cost baseline, and scope.
  • Oversee contingency funds reporting and governance for drawdown approvals.
  • Master Primavera P6, SAP or similar ERP/PM systems; excellent cost estimating skills.

Job description

The Project Controls Head is responsible for establishing, implementing, and managing the overall project controls framework for all power generation projects. This critical leadership role integrates cost control, scheduling, performance measurement, and document control to provide accurate and timely project health metrics to the executive team. The Head ensures rigorous financial and execution governance, allowing for proactive risk mitigation and informed decision-making throughout the project lifecycle.

Key Responsibilities:
  • Establish standardized project controls policies, procedures, and reporting structures for cost, schedule, and change management.
  • Lead, mentor, and oversee the Project Controls team (Officer, Analyst, Document Controller, Accountant, Scheduler), ensuring high performance and technical proficiency.
  • Ensure all project controls activities comply with corporate financial standards, accounting principles, and project finance requirements.
Cost Management & Forecasting
  • Accountable for establishing the project's control budget and tracking committed costs, actual costs, and expenditures against the baseline.
  • Drive the accurate development and justification of the Estimate At Completion (EAC), flagging potential overruns and identifying necessary mitigation strategies.
  • Manage project cash flow projections and variance analysis, ensuring alignment with overall corporate financing strategies.
Performance & Schedule Integration
  • Oversee the implementation and maintenance of the Earned Value Management (EVM) system to objectively measure project performance.
  • Ensure the Scheduler maintains a critical path schedule that is fully resource-loaded and integrated with cost data for accurate performance tracking.
  • Prepare and present executive-level project controls reports, summarizing technical and financial variances, critical risks, and project profitability to the Project Development & Execution Head.
  • Manage the formal change control process, evaluating the impact of proposed changes on the schedule, cost baseline, and technical scope.
  • Oversee the utilization and reporting of project contingency funds, ensuring proper governance and approval for drawdown.
Information & Compliance
  • Supervise the Document Controller to maintain a comprehensive and auditable system for all project records, contracts, and technical correspondence.
  • Serve as the primary liaison for internal and external financial and project audits, ensuring the integrity and traceability of all project controls data.
  • Mastery of industry-standard scheduling and project controls software (e.g., Primavera P6, SAP, or similar ERP/Project Management systems).
  • Expert proficiency in cost estimating, budgeting, variance analysis, and Earned Value Management (EVM).
  • Strong working knowledge of project financial reporting, accounting principles, and contract terms (EPC, PPA).
  • Exceptional analytical, presentation, and communication skills to convey complex financial and schedule information clearly to executive management.
  • Proven ability to lead and mentor a specialized technical team effectively.
