Job summary

Jhpiego Inc. invites applications for a Program Manager to join the Management team in implementing health programs in the Philippines. The role provides strategic direction and ensures progress toward outcomes while aligning with stakeholder needs.

The Program Manager leads complex initiatives, oversees planning, budgeting, and reporting, and collaborates with partners and Jhpiego technical teams to advance maternal and adolescent health within the Philippine Universal Health Care framework.

Qualifications

  • Bachelor's degree is required.
  • Master's degree is required.
  • 7 to 8 years of progressively responsible and directly relevant experience are required.
  • Supervisory experience is required.
  • Experience in Adolescent Reproductive and Maternal health and/or reproductive health programs is required.
  • Ability to understand and apply a highly technical body of knowledge and supervise a major area.
  • Conversant with Universal Health Care and the Philippine Health Care System.
  • Competency in research and quality improvement/quality assurance.
  • Ability to work in a complex environment with multiple tasks and short deadlines.
  • Excellent written and oral English.
  • Excellent computer skills and presentation skills.

Responsibilities

  • Works with the Management team to oversee planning, implementation and management of the program and projects, ensuring scope, budget, timeline and integrity.
  • Responsible for managing very complex and high-level processes and providing input on strategic initiatives.
  • Develops strategies and work plans, progress reports, and other deliverables for donors and partners, in collaboration with partners and Jhpiego technical team.
  • Directly works with stakeholders and partners to ensure implementation aligns with the strategic workplan and advise adaptive management as needed.
  • Collaborates with Monitoring and Evaluation to ensure effective project monitoring and evaluation and achievement of targets.
  • Leads project teams to map and plan program expansion and consider different service delivery models and demand promotion activities.
  • Coordinates and manages Jhpiego teams to align efforts for rapid and sustainable results, including supervision.
  • Writes reports, abstracts, manuscripts, and other dissemination documents.
  • Identifies funding opportunities and leads strategic resource mobilization.
  • Performs other tasks assigned by the Country Program Manager.
  • Adheres to all project and organization policies and procedures.

Responsibilities

The Program Manager will serve on the Management team which provides strategic direction, programmatic and technical guidance to ensure that the program/portfolio is progressing towards expected outcomes and is responsive to the needs of the stakeholders. The Program Manager will be an experienced manager with leadership skills and strong understanding of program and project development management and approaches in the context of the Philippines Health Care System, Universal Health Care and the priorities of the country. The Program Manager will also be keen on identifying opportunities that would continue the growth of Jhpiego's mission of saving lives, improving health, and transforming futures.

RESPONSIBILITIES:

  • Works with the Management team to oversee the planning, implementation and management of the program and projects and ensure the scope, budget, timeline and the overall programmatic and technical integrity.
  • Responsible for managing very complex and high-level processes and providing input on strategic initiatives.
  • Develop strategies and work plans, progress reports, and other deliverables for donors and partners, in collaboration with partners and the Jhpiego technical team.
  • Directly work with the stakeholders and partners to ensure implementation is aligned with the strategic workplan and able to advise adaptive management approaches when necessary.
  • Work closely with the Monitoring and Evaluation team to ensure an effective, efficient and responsive internal project monitoring and evaluation system, as well as achievement of performance monitoring plan targets.
  • Lead project teams to ensure the mapping and planning of program expansion, considering different service delivery models and demand promotion activities
  • Coordinate and manage Jhpiego teams to align their efforts to ensure rapid and sustainable results, which include leading and supervision.
  • Writing reports, abstracts, manuscripts and other documents for dissemination of activities.
  • Identify funding opportunities and lead strategic resource mobilization
  • Any other tasks assigned by the Country Program Manager

Required Qualifications

  • With competency in research and quality improvement/quality assurance
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Excellent written and oral English
