Job summary

MGEN is seeking an experienced Process Safety leader in Manila to own and advance the process safety discipline across high-hazard systems. You will drive hazard identification, risk assessment methodologies, and safeguards verification to prevent catastrophic events.

Responsibilities include leading investigations, closing gaps, reviewing capital projects and MOC, and strengthening fleet competency through training and reviews. A strong engineering depth is essential.

Qualifications

• Bachelor's degree in Mechanical, Chemical, Electrical, or Process Engineering.
• 8+ years of experience in process safety, engineering, or asset integrity roles in energy facilities.
• Demonstrated experience leading or facilitating HAZOP, Bowtie, LOPA, or equivalent process safety risk assessment methodologies.
• Experience with safety critical equipment identification and safeguards assurance; knowledge of process safety management systems.
• Familiarity with coal-fired power generation processes, boiler systems, coal handling, and ash management.

Responsibilities

• Own and maintain the process safety management framework for MGEN Thermal, including hazard identification, safeguards verification, LOPA, and risk registers for high-hazard systems.
• Lead or facilitate process safety risk assessments (HAZOP, HAZID, What-If, Bowtie) for operations, projects, and overhauls.
• Lead process safety investigations for high-potential and catastrophic events, separate from occupational incident RCAs.
• Track and close process safety gaps, latent threats, and safety-critical equipment deficiencies across sites.
• Review major overhaul scopes, capital proposals, and MOC submissions for process safety risk prior to execution.
• Coordinate with Asset Management on findings with process safety implications; focus on boiler integrity, high-energy piping, rotating equipment, and containment systems.
• Develop and maintain the fleet-wide Safety Critical Equipment (SCE) register and safeguards assurance program.
• Build process safety competency across the fleet through structured training, site coaching, and safety reviews.
• Report process safety performance, risk status, and gap closure progress to HSSE Manager and COO LT.

Job description

Own process safety as a distinct technical discipline within the MGEN Thermal HSSE function, covering the identification, assessment, and engineering-down of catastrophic risk across high-hazard systems at CEDC, PEDC, and SEC. This role is separate from occupational safety and requires genuine engineering depth — its purpose is to prevent the events that don't show up in TRIR but have the potential to cause multiple fatalities, major asset damage, or prolonged generation loss.

GENERAL RESPONSIBILITIES:

• Own and maintain the process safety management framework for MGEN Thermal, covering hazard identification, safeguards verification, layers of protection analysis (LOPA), and risk registers for high-hazard systems (boiler, coal handling, ash containment, BESS, and fuel gas systems).
• Lead or facilitate process safety risk assessments (HAZOP, HAZID, What-If, Bowtie) for existing operations, capital projects, and major overhauls.
• Lead process safety investigations for high-potential and catastrophic-category events, distinct from occupational incident RCAs which are handled by the Safety Officer.
• Track and manage the closure of process safety gaps, latent threats with process safety implications, and safety critical equipment deficiencies across all sites.
• Review major overhaul scopes, capital project proposals, and Management of Change (MOC) submissions for process safety risk prior to execution.
• Coordinate with the CTO organization's Asset Management Lead on asset integrity findings that carry process safety implications — particularly around boiler integrity, high-energy piping, rotating equipment, and containment systems.
• Develop and maintain the fleet-wide Safety Critical Equipment (SCE) register and safeguards assurance program.
• Build process safety competency across the fleet through structured training, site coaching, and participation in site-level safety reviews.
• Report process safety performance, risk status, and gap closure progress to the HSSE Manager and COO LT on a scheduled basis.

QUALIFICATIONS:

• Bachelor's degree in Mechanical, Chemical, Electrical, or Process Engineering.
• Minimum 8 years of experience in process safety, engineering, or asset integrity roles in a power generation, petrochemical, refining, or energy facility.
• Demonstrated experience leading or facilitating HAZOP, Bowtie, LOPA, or equivalent process safety risk assessment methodologies.
• Experience with safety critical equipment identification, safeguards assurance, and process safety management systems; functional Safety (IEC 61511 / SIL) knowledge is an advantage.
• Familiarity with coal-fired power generation processes, boiler systems, coal handling, and ash management is highly preferred.
