Job summary

Michael Page is recruiting for a senior PPP Proposal Manager to drive infrastructure projects from strategy through approval in the Philippines. You will manage a portfolio of active PPP proposals, coordinate end-to-end progress, and translate complex contracts into actionable delivery plans.

You will work with LGUs, government agencies, and finance teams to develop financial models, feasibility studies, and risk assessments, while maintaining strong stakeholder relationships and ensuring timely

Qualifications

• Strong financial acumen with experience supporting financial models, forecasts, or business case development.
• Excellent proposal writing, business writing, and presentation skills.
• Proven project management experience overseeing multiple concurrent initiatives.
• Experience working with government agencies, regulated industries, infrastructure projects, or public sector programs.
• Strong stakeholder management skills with the ability to coordinate across finance, legal, and external parties.
• Excellent communication and relationship-building abilities.
• High attention to detail and ability to drive projects independently.

Responsibilities

• Manage and track a portfolio of active PPP proposals across various stages of development and approval.
• Coordinate end-to-end proposal progress, ensuring milestones, submissions, and stakeholder actions are completed on schedule.
• Support the development, review, and coordination of feasibility studies tailored to specific LGU requirements.
• Partner closely with finance leadership to develop financial forecasts, business models, and proposal-related financial analysis.
• Liaise with LGUs, government agencies, and the PPP Center to ensure compliance with submission requirements and regulatory processes.
• Translate legal agreements and contractual obligations into actionable project plans and delivery requirements.
• Coordinate internal teams across finance, legal, operational, and leadership functions to ensure proposal readiness.
• Monitor project risks, regulatory developments, and approval timelines.
• Maintain strong stakeholder relationships to facilitate smooth project progression and decision-making.
• Contribute to the continuous improvement of proposal quality, governance processes, and project execution frameworks.
