Organizational Setting and Reporting Relationship

The position of Operations Analyst is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.

You will report to assigned technical international staff and senior technical officers.

Your Role

As an Operations Analyst, you will provide analytical, coordination, and administrative support to SEOD and Operations Coordination Unit (SEOC). You will support departmental program and portfolio monitoring and reporting, country programming, project and technical assistance (TA) processing, operational coordination, and the implementation of departmental programs. The staff will also support integrity risk analysis, due diligence, mitigation, and coordination with Office of Anticorrupton and Integriity (OAI) across the regional portfolio. You will collect, analyze, and consolidate operational information to support management decision-making, strategic planning, delivery of SERD operations.

You will:

• Support Regional Department teams in assessing fraud, corruption, procurement, conflict-of-interest, and other integrity risks across the country portfolio.
• Analyze project data, support due diligence to identify red flags, and provide integrity risk advice and mitigation measures during project processing and implementation
• Coordinate with OAI and support staff/ developing member country (DMC) training and awareness on integrity risk prevention; and anti-corruption programs.
• Consolidate and analyze departmental lending and non-lending pipeline and portfolio data, country programming information, and operational results across divisions and resident missions.
• Review, analyze, and consolidate divisional inputs to programming and portfolio exercises, operational reports, and management submissions, ensuring accuracy, consistency, and compliance with ADB policies, frameworks, and guidelines.
• Review concept papers, Reports and Recommendations of the President (RRPs), and technical assistance (TA) papers for compliance with operational requirements and established procedures.
• Prepare and maintain operational and portfolio monitoring reports, including SovOps reports, and coordinate with divisions and resident missions to ensure accurate data updates.
• Prepare briefing materials, management reports, presentations, inputs for departmental planning, management review processes, Operations Review Meetings (ORMs), and other operational meetings/ad hoc briefings.
• Be an alternate focal point for Board Calendar and Management Review Meeting schedules, pipeline and portfolio missions and coordinating with relevant offices and stakeholders.
• Coordinate and help implement SERD Front Office, departmental, and corporate programs across SERD.
• Collect, validate, and analyze operational and management information and prepare reports, briefing notes, presentations, and other materials to support decision-making.
• Support monitoring and implementation of TAs including consultant administration through the Consultant Management System (CMS), including contract maintenance and processing of contract variations and related transactions.
• Participate in departmental coordination activities and contribute to programs that support departmental operations.
• Perform other duties as assigned and reflected in the work plan.

Qualifications

You will need:

• Bachelor's degree in a relevant discipline
• At least 5 years of relevant work experience; related experience in international agencies will be preferred.
• Demonstrated knowledge of operational procedures and practices in complex, international, development, or comparable organizational environment.
• Ability to undertake background research and analysis on difficult but well-defined tasks, collect, organize and analyze required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers, and sections of reports
• Ability to evaluate information using basic problem-solving methods by making simple causal links, pro-and-cons lists, and analyses to reach a decision and set priorities for tasks in order of importance.
• Ability to establish and maintain productive professional relations within ADB and externally with appropriate officials of the host government, donor agencies, and implementing agencies
• Proficiency in using computer-based applications including database tools and other required information technologies; advanced skills in using Excel spreadsheets are desirable
• Proficiency in written and verbal English.

  Additional Information

  This appointment is open to internal and external applicants.

  This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
