Description

This executive-level position is responsible for leading the City’s Neighborhood Stabilization Team and Citizen’s Service Bureau through a new era of data-driven decision-making, customer-focused service delivery, operational accountability, and public safety alignment. The incumbent will provide strategic leadership, direction, and oversight for programs that directly impact neighborhood quality of life, nuisance abatement, resident concerns, service coordination, and community stabilization.

The successful candidate must be an innovative, results-oriented leader capable of driving organizational change, improving service outcomes, strengthening cross-departmental coordination, and using data to identify trends, prioritize resources, measure performance, and deliver meaningful impact for residents, businesses, elected officials, and community stakeholders.

Essential Functions And Responsibilities
  • Oversees and directs the operations of the Neighborhood Stabilization Team and Citizen’s Service Bureau to ensure timely, coordinated, efficient, and effective service delivery.
  • Leads the development and implementation of a modern customer service model that improves responsiveness, transparency, accountability, and the overall experience for residents and stakeholders seeking City services.
  • Uses data, performance metrics, service trends, complaint patterns, and field intelligence to identify neighborhood conditions, prioritize interventions, allocate resources, and evaluate program effectiveness.
  • Develops and implements strategies that connect neighborhood stabilization work to broader public safety outcomes, including nuisance reduction, environmental safety, property condition improvement, community confidence, and prevention-focused interventions.
  • Establishes clear operational goals, performance standards, service-level expectations, and accountability measures for staff, supervisors, and program areas.
  • Builds and maintains strong working relationships with elected officials, appointing authorities, City departments, neighborhood organizations, community stakeholders, and external partners to advance neighborhood improvement and quality-of-life priorities.
  • Coordinates City services and interdepartmental responses related to neighborhood conditions, physical and behavioral nuisance issues, property concerns, service complaints, and community stabilization needs.
  • Leads organizational change by evaluating existing processes, identifying service gaps, implementing process improvements, and introducing innovative practices that improve outcomes and operational efficiency.
  • Prepares, manages, and monitors the annual budget to ensure responsible fiscal stewardship, proper resource allocation, and alignment with departmental priorities and measurable outcomes.
  • Oversees ward assignments, field deployment strategies, workload distribution, and staff performance to ensure equitable service coverage, responsiveness, and operational accountability.
  • Represents the department at meetings, public forums, task forces, community engagements, and intergovernmental discussions involving neighborhood stabilization, service delivery, public safety, and quality-of-life concerns.
  • Develops reports, briefings, dashboards, and executive-level recommendations that support informed decision-making by department leadership, appointing authorities, elected officials, and other key stakeholders.
  • Promotes a culture of professionalism, innovation, responsiveness, accountability, and continuous improvement throughout the division.

Environmental And Physical Requirements
  • Work is generally performed in an office environment, but the position may require attendance at community meetings, field visits, public forums, interdepartmental meetings, and neighborhood site assessments. The position may involve interaction with residents, stakeholders, or individuals expressing frustration with City services.
  • Tasks generally involve sedentary to light physical work, including extended periods at a keyboard or workstation, as well as occasional lifting, carrying, pushing, or pulling of objects weighing approximately five to ten pounds, such as files, reports, or office materials.
  • The position requires the ability to observe, assess, and respond to information presented in written, verbal, visual, and field-based formats, including community meetings, reports, maps, service data, neighborhood conditions, and stakeholder concerns.
Qualifications

A Bachelor’s degree in Business or Public Administration or related field; plus four years of managerial experience in neighborhood stabilization, improvement and effective community problem solving which includes supervising subordinate staff involved in neighborhood stabilization, improvement, and community problem solving work activities. OR, an equivalent combination of education, training and experience.

Experience must indicate a very strong working knowledge of City and State ordinances/regulations pertaining to neighborhood physical and behavioral nuisance issues and the responsibilities of City departments in solving physical and behavioral nuisances.

License

Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
