The UNFPA is seeking a consultant for a 12-week position focused on political scanning and stakeholder analysis to integrate Comprehensive Gender and Health Education for Youth in BARMM. This role involves stakeholder mapping, political landscape analysis, and providing strategic recommendations to engage key institutions effectively and culturally sensitively.

Purpose of Consultancy:
Consultancy on Political Scanning and Stakeholder Analysis for Comprehensive Gender and Health Education for Youth (CGHEY) Integration in BARMM
The United Nations Population Fund (UNFPA) supports the integration of Comprehensive Gender and Health Education for Youth (CGHEY) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to promote adolescent health, prevent early pregnancies, and ensure young people have access to rights-based and culturally sensitive information on sexual and reproductive health. CGHEY is the localized version of Comprehensive Sexuality Education (CSE) in BARMM.
Recognizing the sensitivities around CGHEY in the BARMM context, UNFPA seeks to better understand the perspectives and policy positions of key stakeholders, including the Bangsamoro Planning and Development Office (BPDO), Bangsamoro Development Investment (BDI), Ministry of Health (MOH), Ministry of Basic, Higher, and Technical Education (MBHTE), and other relevant institutions. This assessment will provide insights into the opportunities, barriers, and strategies for advancing CGHEY integration in a culturally and politically feasible manner.
The overall objective of the consultancy is to conduct a political scan and stakeholder analysis to assess the positions, interests, and concerns of key BARMM institutions regarding CGHEY integration. Specifically, the consultant will:

The consultant will undertake the following tasks:
1. Stakeholder Mapping & Analysis
2. Political Scanning
4. Recommendations for Engagement
5. Reporting & Presentation of Findings Prepare a comprehensive report summarizing: Key findings and insights from the stakeholder mapping and political scan. A risk analysis of challenges to CGHEY integration. Strategic recommendations for UNFPA’s next steps. Deliver a final presentation of findings and recommendations to UNFPA and relevant partners.

The consultancy will be conducted overtwelve (12) weeks.

The consultant willactively engage with UNFPA throughout the assignment, ensuring that findings and recommendations align with programmatic needs.
Place where services are to be delivered:
The consultant may work remotely but will be required toconduct in-person interviews and stakeholder engagements in BARMM as necessary.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Regular check-ins will be scheduled to discuss progress and findings.
Supervisory arrangements:
The consultant will report to the UNFPA Cotabato Sub-office and work in close coordination with relevant program staff.

The Consultant should possess the following qualifications and competencies:
Education:
OR a first-level university degree (Bachelor) in combination with at least four (4) years of relevant experience in political analysis, policy research, stakeholder engagement, or governance-related work.may be accepted
