Job summary

Plan International Pilipinas is seeking a Monitoring, Evaluation, Research and Learning (MERL) Officer to support a multi-year project addressing human trafficking, OSAEC, and CEFMU. You will use data, research, and learning to improve programs and drive impact for children and youth. Location is Tacloban City with field work as needed.

The role requires a degree in a related field and substantial experience in development, research, and M&E, with strong data skills and stakeholder engagement.

Qualifications

• Degree in Social Sciences, Statistics, Social Work, Community Development or related field.
• At least 5 years of development work experience.
• At least 3 years in research, monitoring and evaluation, project planning, or community development programs.
• Experience designing and implementing assessments, surveys, and research studies.
• Strong skills in data collection, analysis, reporting, and knowledge management.

Responsibilities

• Lead project monitoring, evaluation, and learning activities across implementation areas.
• Conduct baseline, midline, and endline studies, assessments, and data collection activities.
• Track project progress and ensure activities align with targets and results.
• Manage project data, maintain databases, and ensure accurate reporting.
• Prepare and consolidate reports for donors, partners, and project leadership.
• Facilitate learning reviews and recommend improvements based on findings.
• Build capacity of staff and partners on M&E processes.
