Job summary

3 Barracuda Energy Corp. seeks a Site Construction Manager to supervise the design preparation, construction activities, QA/QC/HSSE compliance, and commissioning of a Lasso solar project.

You will coordinate with EPC contractors, regulators, and internal teams to ensure safety, quality, and schedule adherence. Applicants should have a civil or electrical engineering background, 10+ years in project leadership, and a valid EE/CE license.

Qualifications

  • Bachelor’s Degree in Engineering (Electrical/Civil).
  • 10+ years as Project Engineer or Project Manager.
  • Licensed EE/CE.
  • Knowledgeable on QA/QC/HSSE; solar project construction.
  • Excellent interpersonal skills; strong English communication.

Responsibilities

  • Oversee design preparation, construction management, QA/QC/HSSE compliance monitoring.
  • Coordinate with stakeholders and EPC contractors on progress and deliverables.
  • Manage site safety: PPE, toolbox talks, safety drills, and permit to work issuance.
  • Coordinate design reviews, procurement, and deliveries; ensure QA/QC adherence.
  • Supervise site quality via quality engineers and issue non‑compliance reports.
  • Prepare regular progress, quality, and HSSE reports with site team.
  • Coordinate with regulators for permitting and utility interface requirements.
  • Mentor and develop junior staff.

Job description

Position Summary

The Site Construction Manager will work closely with the Project Construction Manager, Technical Team, O&M Team, BD Team, HSSE Team and other external stakeholders such as consultants and EPC contractors to oversee the design preparation, construction management, QA/QC/HSSE compliance monitoring, punch-listing, test and commissioning of Lasso solar project. It is expected that he will be handling multiple engineering disciplines simultaneously.

Key Responsibility

HSSE management: follow Project Company's HSSE performance in coordination with site HSE Manager in order to analyse periodically EPC Contractors implementation of HSSE management Monitoring the site safety compliance by the subcontractor workers and conducting periodic meetings for strict adherence to the site safety, like all workers wearing PPE, daily tool box talks, safety drills & permit to works issuance Manage, coordinate with OE and EPC contractor for design reviews, construction monitoring, equipment procurement and deliveries, QA/QC/HSSE implementation, etc. Ensure the implementation of Project Company's Quality Management principles with specific focus on the implementation of Projects' ITP and expediting policies Supervising the site quality through quality engineers on the EPC contractors site construction works and issuance of non-compliance reports Conducting EPC contractor's periodic progress review meetings with emphasis on critical path catch-up plans, for activities which are behind the schedule Prepare regular reports on site construction progress, site quality and HSSE with the support of the site supervision team Follow on the implementation of a proper design review methodology according to Project's engineering development and participate in engineering weekly review meetings Coordinate with regulatory offices, LGUs, and other concerned agencies for project permitting and technical compliances; Coordinate with utilities (NGCP/distribution utility/electric cooperative) concerning scheduling of works inside the utility premises and system interface requirements; Review all contract changes and coordinate change control process - maintain records of all changes and required approvals Reviewing the commissioning & testing procedures and protocols prepared by the EPC Contractor in compliance with the NGCP/PGC standards Preparation of punch points list and supervision of performance guarantee tests Ensure that as built drawings are delivered timely by the EPC Contractor Oversee completion of maintenance procedure instruction, systems demonstration and proper delivery of Operating Manuals Monitor and control construction works and related tasks, ensuring the project is finalized according to cost, quality, scope and schedule requirements as established in the contracts. Plan, coordinate with contractors and review geotechnical survey campaigns and other early works activities; Mentor, supervise and develop junior staff Perform other related duties as assigned.

Pre-requisites

Bachelor’s Degree in Engineering (Electrical/Civil) More than 10 years as Project Engineer or Project Manager Licensed EE/CE Construction Management, Knowledgeable on construction QA/QC/HSSE, Experience in solar project construction Excellent interpersonal skills to work a team, as well as verbal and written communication skills in English Not required Thorough understanding of construction-related permitting, QA/QC/HSSE plan; Proficiency with construction monitoring tools and computer software (i.e.MS Project, Primavera, PERT/CPM, etc.) is desirable. Willing to be relocated on site
