ROHQ in the Philippines seeks a licensed Civil Engineer to lead civil works across wind energy sites under construction, coordinating with SPV employees and OE consultants, and reporting to project managers. The role covers review of geotechnical investigations, earthworks, substation and transmission line civil works, site inspections, design review, and ensuring compliance with local regulations and safety standards.

Qualifications

• Must be a licensed Civil Engineer.
• 7–10 years experience in civil engineering and construction.
• Experience in wind energy or renewable infrastructure preferred.
• Willingness to travel to project sites.

Responsibilities

• Review and monitor geotechnical investigations and laboratory testing.
• Oversee quality control of geotechnical data collection and interpretation.
• Review and monitor civil works: Site Access roads, WTG foundations, crane pads, hardstands, slope protection, site drainage, MV collection system, substation, transmission line.
• Provide input on risk assessments, method statements and other deliverables from the Contractor.
• Coordinate with independent engineering consultants for design reviews and site condition assessments.
• Review detailed designs, draft plans, technical Specifications and supporting documents.
• Carry out daily site investigations and inspections and upload data to project portals.
• Work with designers to review designs from a professional civil perspective.
• Supervise and report on implementation works to ensure compliance with design and material specifications.
• Ensure compliance with local regulations, environmental requirements and industry standards.
• Review and inspect delivered materials and maintain logs.
• Attend and witness tests onsite and offsite as required.
• Attend scheduled meetings and deliver reports or minutes as required.

Job Summary and Responsibilities

Your primary role will be to support the Wind Development sites under construction as a manager of Vena Energy, assisting the site teams of the SPV Employees and the OE consultants, reporting directly to the respective Project Managers of the said projects.

Responsibilities include, but are not limited to: review and monitor historical and ongoing site geotechnical investigation works, laboratory testing and reports; oversee quality control of geotechnical data collection and interpretation; review and monitor site civil works—including construction of Site Access roads, WTG Foundations, Crane pads, Hardstands, slope protection, site drainage, MV Collection System, Substation, and Transmission Line; provide input on risk assessments, method statements and other deliverables from the Contractor; coordinate with the independent consulting engineering company for comprehensive review of civil design, site conditions, and geotechnical interpretation; review detailed designs, draft plans, technical specifications and supporting documents; carry out daily site investigations and inspections using the Wind Construction inspection templates and upload information to the project portals; work with designers to review designs from a professional civil perspective; supervise and report on implementation works to ensure compliance with design and material specifications; ensure compliance with local regulations, environmental requirements and industry standards; review and inspect delivered materials and maintain log records; attend and witness tests as required onsite and occasionally offsite; attend scheduled meetings and deliver reports or minutes as required; perform related duties as assigned.

Pre-requisites

• Must be a licensed Civil Engineer.
• Minimum 7–10 years of experience in civil engineering and construction, preferably in wind energy projects, renewable energy infrastructure, or large‑scale infrastructure or power projects.
• Demonstrated expertise in
  • Geotechnical site investigations and laboratory testing
  • Earthworks, crane pads, hardstands, and access roads
  • Substation and transmission line civil works.
• Ability to
  • Review and interpret geotechnical reports and soil investigation data
  • Assess contractor method statements, risk assessments, and civil designs
  • Review IFC drawings, technical specifications, and detailed plans
  • Conduct site inspections and monitor compliance with design, materials, and quality standards
  • Collaborate with designers and provide professional civil engineering input
  • Coordinate with Project Managers, SPV employees, OE consultants, and independent engineering consultants
  • Participate in meetings and prepare reports or meeting minutes as required.
