Job summary

Cebu Pacific Air is seeking a Lead, Quality Governance to define risk-based test strategies and govern end-to-end testing across digital initiatives. You will collaborate with quality engineers, developers, product teams, and business users to ensure release readiness and quality excellence.

Based in Pasay City (hybrid), you will promote shift-left practices, drive root-cause analysis, and maintain quality metrics while aligning with enterprise standards and regulatory requirements.

Qualifications

• Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.
• ISTQB or similar QA certification is a plus.
• 5–7 years of software QA/testing experience on enterprise-scale initiatives.
• Strong knowledge of SDLC, Agile/Scrum, risk-based testing, defect management, and root-cause analysis.
• Hands-on testing across functional, integration, regression, system, and end-to-end.
• Experience with test management and defect-tracking tools such as Jira, Xray, Qase, Azure DevOps, or equivalents.
• Familiar with APIs, databases, web and mobile applications, CI/CD, and test automation concepts.
• Experience working with remote teams across locations.
• Eligible to work in the Philippines.

Responsibilities

• Define and maintain risk-based test strategies, plans, scope, schedules, entry and exit criteria, and quality deliverables.
• Review requirements, acceptance criteria, designs, and journeys to identify gaps and risks early.
• Coordinate end-to-end testing across teams without direct people-management.
• Ensure coverage of functional, integration, regression, system, end-to-end, usability, performance testing.
• Oversee test execution and defect governance, including triage and closure of issues.
• Assess impact of defects and risks, provide release-readiness recommendations.
• Establish quality metrics and translate results into actionable insights for stakeholders.
• Maintain compliance with quality governance standards and evidence requirements.
• Analyze recurring defects and drive preventive actions and process improvements.
• Promote shift-left quality practices, test automation, and CI/CD integration.
• Represent Quality Governance in planning and release forums, communicating issues clearly.
• Contribute to enterprise quality standards and capability improvements.

Primary Responsibilities

• Define and maintain risk-based test strategies, plans, scope, schedules, entry and exit criteria, and quality deliverables for assigned initiatives.
• Review business requirements, acceptance criteria, solution designs, and customer journeys to identify gaps, dependencies, and quality risks early in the development lifecycle.
• Coordinate end-to-end testing across quality engineers, developers, product teams, business users, vendors, and other stakeholders without direct people-management accountability.
• Ensure appropriate coverage of functional, integration, regression, system, end-to-end, usability, accessibility, performance, and other applicable testing areas.
• Oversee test execution and defect governance, including documentation, prioritization, triage, escalation, retesting, and closure of issues.
• Assess the business and customer impact of defects, constraints, and residual risks, and provide evidence-based recommendations on release readiness.
• Establish and monitor quality metrics covering test progress, coverage, defects, risk exposure, testing effort, and release health; translate results into actionable insights for stakeholders.
• Maintain compliance with quality governance standards, controls, templates, documentation, and evidence requirements across assigned initiatives.
• Analyze recurring defects and quality debt, facilitate root‑cause analysis, and recommend preventive actions and process improvements.
• Promote shift‑left quality practices, test automation, continuous testing, and effective integration of quality controls into Agile and CI/CD ways of working.
• Represent Quality Governance in planning, refinement, technical, defect, and release forums and communicate quality issues clearly to technical and non‑technical stakeholders.
• Contribute project‑level insights and recommendations to the Manager, Quality Governance to improve enterprise quality standards, practices, tools, and capability.

Qualifications

• Must be a graduate of Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
• Relevant quality assurance or testing certification (e.g., "ISTQB") is an advantage.
• 5 to 7 years' experience in software quality assurance or testing, with significant experience testing activities for enterprise-wide, large‑scale, and complex digital or technology initiatives.
• Strong knowledge of software development and testing lifecycles, Agile/Scrum delivery, risk‑based testing, defect management, and root‑cause analysis.
• Hands‑on experience in functional, integration, regression, system, and end‑to‑end testing, including the preparation of test strategies, plans, scenarios, cases, and quality evidence.
• Experience with test management and defect‑tracking tools such as Jira, Xray, Qase, Azure DevOps, or equivalent platforms.
• Working knowledge of APIs, databases, web and mobile applications, CI/CD practices, and test automation concepts.
• Experience with airline, fintech, payment, booking, mission‑critical, highly integrated, or high‑transaction‑volume systems is an advantage.
• Experience working effectively with remote teams, coordinating testing activities, and collaborating with cross‑functional stakeholders across different locations.
• Must have a valid work visa or legal authorization to work in the Philippines.
