Qualifications

  • Minimum of 3 years in land securement, acquisition, or related field with hands-on legal docs, negotiations, and stakeholder engagement.
  • Ability to negotiate with landowners, government agencies, and other stakeholders.
  • Understanding of property law, titling procedures, and zoning regulations.
  • Familiarity with survey plans and mapping software (GIS/GPS) and land-related docs.
  • Willingness to work in both office and field environments, including visits to project sites and government offices.
  • Willingness to travel or be temporarily assigned across the Philippines.

Responsibilities

  • Acquisition & Negotiation: seek land acquisition opportunities and negotiate lease/purchase with landowners; prepare offers and close negotiations.
  • Due Diligence & Documentation: research property documents, check encumbrances, manage Right-of-Way.
  • Permitting & Compliance: renew/update permits and licenses; coordinate with LGUs and agencies on taxes, titling, and related activities.
  • Site Inspection & Data Management: conduct on-site inspections, mapping, use GIS/GPS to verify boundaries, maintain land records.
  • Community & Stakeholder Relations: engage with local communities and landowners to resolve conflicts and maintain timelines.
  • Undertake any other duties to support operations.

We are currently seeking a Land Securement Officer based in Kalayaan, Laguna, Philippines, to be part of our Land Securement team that works on the development of our renewable energy projects in the area.

The Land Securement Officer will be responsible for identifying, negotiating, and securing land for project development. The role requires strong capabilities in due diligence to ensure that projects meet regulatory compliance requirements while fostering positive environmental and social impact within the communities where we operate. Key responsibilities include documentation, permitting and compliance support, site inspections, data management, as well as community and stakeholder relations.

Land Securement positions are based in the project area and will be hired under a project-based contract aligned with project development timelines. The positions will be hired under Acciona Energía and will have access to our range of employee benefits, including HMO and life insurance.

Job Description
  • Acquisition & Negotiation: Proactively seeking opportunities for land acquisition, expanding project footprints, and negotiating lease or purchase agreements with landowners. Comply with standards, guidelines, strategies, processes, and procedures on the acquisition of land, land rights, perpetual easements and relocation needed for site acquisition. Prepares and implement of offers for acquisition, initiates and closes negotiations with affected parties, and obtains all required documentation. Initiates the processing of payments and other claims as well as the execution of relevant agreements.
  • Due Diligence & Documentation: Conducting thorough, in-depth research on property documents (e.g., Transfer Certificates of Title, Tax Declarations), checking for encumbrances, and managing Right-of-Way (ROW).
  • Permitting & Compliance: Facilitating the renewal and updating of necessary permits, licenses, and legal documents from raw land conversion to final development approval. Works with Local Government Units (LGUs) and government agencies, such as Bureau of Internal Revenue, Registry of Deeds, Land Registration Authority, Department of Environment and Natural Resources (“DENR”), and Department of Agrarian Reform (“DAR”), on the payment of relevant taxes and fees, registration of documents, titling, and other related activities. Work in the applications relevant cutting permits and assists in site/TL alignment clearing/preparation prior to construction. Supports and conducts tree inventory, tree cutting and all other activities related to Land & Development.
  • Site Inspection & Data Management: Conducting on-site inspections, mapping, and using GIS/GPS technology to verify boundaries, and maintaining accurate land records. Identifies, assesses, and submits reports on the affected properties, landowners/claimants/tenants and improvements, including crops/plants/trees and houses/structures.
  • Community & Stakeholder Relations: Works with CSR/ External Affairs in engaging with local communities, government units, and landowners to resolve conflicts and foster positive relationships to ensure project timelines are maintained.
  • Undertake any other duties and responsibilities as may reasonably be required to support business operations.
Required Skills And Competencies
  • Minimum of 3 years of experience in land securement, land acquisition, or a related field, with hands‑on experience in legal documentation, land negotiations, and stakeholder engagement.
  • Ability to negotiate effectively with private landowners, government agencies, and other stakeholders.
  • Understanding of property law, land titling procedures, and zoning regulations.
  • Familiarity with survey plans, mapping software (GIS/GPS), and land-related documentation.
  • Willingness to work in both office and field environments, including visits to project sites and government offices.
  • Willingness to travel or be temporarily assigned to other Acciona Energía development projects across the Philippines.
