Qualifications

  • Basic knowledge of property laws and regulatory requirements for survey & mapping, taxation, valuation, and titling of real estate properties.
  • Understanding of land tenure arrangements as implemented by various government institutions.
  • 3+ years in real estate activities related to titling, liaising with government agencies, and surveys & mapping office.
  • Local resident of Leyte near EDC Tongonan / Leyte Admin Complex preferred.
  • Willingness to engage on a 1-year project-based assignment.

Responsibilities

  • Analyze and package documents for transfers of titles, judicial titling, and land conversion.
  • Coordinate with former owners for conveyance-related conditions and title releases.
  • Negotiate with property owners when documents are missing (title, instrument of conveyance).
  • Inspect properties to comply with regulatory requirements by government agencies.
  • Establish relationships with DENR, LRA/ROD, DAR, LGUs, and other agencies.
  • Monitor and evaluate vendors’ outputs for land survey and titling services.

ROLE SUMMARY:


  • The LM Analyst will be part of the PMD Team working on the Land Management Transformation in which roadmap the Analyst will provide technical support in the completion of the target work program with the following components: 1) Development of Land Management Info System; 2) Land Transactions Process Improvement; and 3) Capacity Building.

  • The LM Analyst should have the basic knowledge in property laws and regulatory requirements for survey & mapping, taxation, valuation, and titling of real estate properties. He/she must also have the basic understanding of the complexity of land tenure arrangements as implemented by the different government institutions.


SCOPE OF WORK:


  • 1. Research and documentation of documents pertaining to land survey and mapping, titling, conversion, taxation, and valuation.

  • 2. Analysis and packaging of documents required for transfers of titles, judicial titling, correction of titles and land conversion.

  • 3. Coordination with the former owner/claimant for the execution of conditions indicated in the instrument of conveyance/ release of the owner's original copy of title

  • 4. Negotiate and coordinate with the Property owners in the event of absence of document (Title, Instrument of Conveyance)

  • 5. Inspection of properties in compliance with regulatory/government agencies requirements.

  • 6. Establish coordination/relationship with the government agencies concerned (DENR, LRA/ROD, DAR, LGU, etc.)

  • 7. Monitoring, assessment and evaluation of vendors‘outputs/performance for land survey; titling services.


QUALIFICATIONS:


  • Licensed or Bachelor's degree or higher in business, law, geodetic engineering, or a related discipline.

  • At least 3 years of work experience related to, real estate activities specifically on titling and liaising with government agencies and local units, and surveys & mapping office

  • At least 3 years work knowledge in data and records research and documentation

  • With a basic understanding of the complexity of land tenure arrangements as implemented by the different government institutions

  • With knowledge in property laws and regulatory requirements for survey & mapping, taxation, valuation, and titling of real estate properties.

  • MUST be a local resident of Leyte preferably near the EDC Tongonan /Leyte Admin Complex site

  • Amenable to work for one (1) year of project-based engagement
