Job summary

Hitachi Rail is seeking an experienced HSE Advisor to provide health, safety and environmental support across project sites. You will help foster a strong safety culture, ensure compliance with HSE GBMS, and lead risk assessments and incident investigations.

Travel to permanent or project sites is expected. The role requires a safety discipline qualification, ISO 45001/ISO14001 awareness, and strong communication with stakeholders and workers alike.

Qualifications

  • 2+ years’ experience in a high-risk industry, engineering / railway / construction environment is desirable.
  • Diploma or equivalent in a relevant safety discipline.
  • Auditor for ISO 45001 and ISO14001 is preferred.
  • Investigator Qualification is desirable.
  • Drivers Licence and medical examination may be required.

Responsibilities

  • Ensure activities on project/site comply with HSE legislation, GBMS, contractual requirements.
  • Coordinate and guide implementation of HSE GBMS and Risk Management Procedures.
  • Conduct HSE performance reviews and audits; report risks and improvements.
  • Ensure hazards, incidents and near-misses are reported per GBMS procedures.
  • Prepare and monitor HSE Management plans and site risk controls.
  • Develop emergency procedures, drills and site inductions.
  • Engage with Safety Representatives and workers on HSE matters.
  • Communicate changes to site safety rules and alerts; support continuous improvement.

Job Overview

As a HSE Advisor, you will be responsible for providing Health, Safety and Environmental support for our operations.

The primary purpose is to contribute to the HSE team’s goals to influence positive attitudes and behaviours that foster a positive safety culture, ensure continuous improvement and good corporate governance of Health, Safety and Environmental requirements.

The secondary purpose is to provide expert advice, support and coordination to maintain compliance with Workplace Health, Safety & Environmental (HSE) legislation and GBMS requirements.

Main Responsibilities
  • Ensure activities undertaken on the project or site, comply with applicable Health Safety and Environment related legislation, GBMS, contractual and principal contractor requirements as required
  • Coordinate and guide the implementation of HSE GBMS System and Risk Management Procedures, in consultation with Managers, Supervisors and workers
  • Conduct HSE Performance Measure Reviews (Workplace Inspections, Observations and Internal Audits) and prepare reports outlining potential risks and areas of improvement,
  • Ensure all safety hazards, unsafe work practices, incidents, accidents and near-misses are reported following the GBMS Procedures,
  • Ensure systems are in place for the implementation of Site Operational Controls,
  • Implement timely Corrective/ Preventative actions as required,
  • Consult with Safety Representatives and employees on HSE matters,
  • Communicate and document all changes to site safety rules, policies or alerts (toolbox meetings)
  • Ensure site risk management activities are undertaken and facilitate where required HSE Risk Register Reviews, SWMS development etc
  • Prepare, implement, review and monitor Project/ Site HSE Management plans,
  • Assist with the development and maintenance of the HSE Check-Safe Planner,
  • Prepare/coordinate emergency evacuation procedures, implement drills and review,
  • Conduct Project / Site Inductions, verify and document all on-site personnel have the appropriate induction training, competency and licences,
  • Ensuring Site Safety Rules and Policies are communicated and maintained,
  • Verify and maintain HSE Registers for Site Risk, Plant, Equipment and Hazardous Substances,
  • Ensure that Hazardous Substances are correctly identified at each work site and maintain up to date risk assessments and material safety data sheets,
  • Ensure Project/ Site Management have appropriate PPE available for Site Personnel relating to Risk and that selection and fit, training and instruction is provided to the user,
  • Assist with the assessment and monitoring of Contractor HSE requirements and ensure all Contractors have completed the necessary HSE Contractor Approval Documents before commencement of work
  • Ensure all High Risk Activities are conducted in accordance with applicable legislative and company requirements,
  • Assist Managers, Supervisors and Employees to conduct and document HSE hazard/ aspect identification, risk/ impact assessment and risk control measures for all work activities,
  • Implement or assist with the implementation of control measures to address HSE risk and ensure monitoring and review of control measures for effectiveness is undertaken,
  • Communicate and Consult with Hitachi Employees and through HSE Management System tools.
  • Prepare and deliver training, toolboxes and awareness sessions to workers
  • Develop and maintain emergency response plans and conduct regular drills
  • Implement and oversee programs to reduce the environmental impact of the organisations operations
  • Facilitate Safety pauses and site briefings as required
  • Actively participate in HSE meetings,
  • Assist in team and allocated tasks as required
HSE Accident Incident Management
  • Ensure all accidents and incidents are reported and recorded in accordance with company requirements,
  • Lead and participate in HSE investigations as required,
  • Assist with return to work co-ordination duties, as required,
  • Ensure timely corrective and preventive actions are implemented to improve HSE Incident performance
Reporting, Documentation and Communication of HSE requirements
  • Complete all forms and reports and maintain registers as required by the GBMS,
  • Monitor and report on project or site HSE performance,
  • Site specific hazards and control measures are documented, monitored and reviewed,
  • Prepare and distribute weekly and/or monthly HSE reports and submit by agreed date,
  • Prepare Project/ Site safety-related reports and briefs for the Managers and Supervisors, as required.
Continuous Improvement, contribute to the development of the culture of continuous improvement including:
  • Assisting with the implementation of HSE initiatives,
  • Continually reviewing and putting forward ideas to improve the processes and procedures,
  • Stay informed of the latest developments in safety and environmental practices and regulations
Stakeholder Engagement
  • Collaborate with internal and external stakeholders, including workers, management, contractors and clients
  • Serve as a liaison to ensure clear communication and effective implementation of safety and environmental programs
ACTIVITIES/ TASKS
  • Travel to permanent and project sites to conduct activities including but not limited to inductions, inspection and monitoring, training and/ or awareness sessions etc.
  • Conduct and evaluate audits of the HSEMS and its implementation for compliance and continuous improvement to ensure it remain effective and current.
  • Support the collection of HSE Management System performance data and reporting and provide the HSE Manager and HSE Analyst with reports as defined within area of responsibility.
  • Advise, influence and guide workers about Health, Safety, Wellness and Injury Management responsibility to undertake their roles more effectively.
  • Facilitate the communication and consultation of necessary HSE information/ lessons learned, across all sites in the region.
  • Work will be office based and onsite involving computer use and driving
  • Assist in all team tasks and any other identified tasks assigned that may arise as required.
Job Skills, Experience And Qualifications
Key Skills & Experience
  • 2+ years’ experience in a high-risk industry, engineering / railway / construction environment are desirable
  • Proven experience in auditing, risk assessment, safety investigation methodologies and regulatory compliance within a corporate and project focused environment
  • Experience in the rail industry is highly regarded
  • Display initiative and passion for safety, and can work autonomously
  • Have strong interpersonal and communication skills including network-building, problem solving and the ability to work with and influence people
  • Have the ability to develop and maintain a positive working relationship with internal and external stakeholders to embrace a learning and continuous improvement culture
  • Have experience in developing and implementing initiatives and programs
  • Have report writing and data capture experience with ability to produce reports
  • Have a solid understanding of the HSE legislative framework
  • Be a calm and collected person whom who has a structured outlook
  • Be someone who can bring a passion to be their best with a ‘can do’ attitude
Qualifications
  • A diploma (or equivalent) in a relevant safety discipline
  • Auditor for ISO 45001 and ISO14001
  • Investigator Qualification
