About the Role

The HR Lead (OSH and Business Continuity) will lead Penbrothers' Occupational Safety and Health (OSH) programs and Business Continuity Planning (BCP) initiatives, ensuring a safe, compliant, and resilient working environment as the organization continues to scale.

This role is primarily responsible for developing, implementing, and continuously improving workplace safety programs, managing occupational risks, and establishing business continuity frameworks that enable HR and critical business functions to operate effectively during disruptions.

You will take ownership of OSH governance, risk assessments, incident management, emergency preparedness, and continuity planning. You will also work closely with HR Business Partners, HR Operations, Facilities, IT, and other business leaders to ensure that safety and continuity measures are integrated into day-to-day operations.

Beyond these core responsibilities, the role may provide support for other HR compliance and employee benefits initiatives, including HMO administration and immigration-related requirements, as needed.

We are looking for someone with strong hands-on experience in OSH and BCP who can translate regulatory requirements and operational risks into practical, sustainable programs that protect our people and keep the business running.

What You'll Do
1. Lead Occupational Safety and Health (OSH) Programs
  • Develop, implement, and maintain the company's Occupational Safety and Health (OSH) programs in accordance with DOLE Occupational Safety and Health Standards and applicable regulations.

  • Conduct workplace hazard identification, risk assessments, and recommend appropriate preventive and corrective measures.

  • Oversee the Safety Officer function, workplace safety initiatives, clinic operations, and incident reporting and investigation.

  • Lead OSH committee meetings, safety orientations, employee awareness campaigns, and other safety-related activities.

  • Ensure timely investigation, documentation, and resolution of workplace accidents, incidents, and identified safety risks.

  • Establish and monitor safety protocols for both on-site and work-from-home employees, where applicable.

  • Monitor OSH compliance requirements, inspections, certifications, and other regulatory obligations.

  • Drive continuous improvement initiatives to strengthen workplace safety practices and promote a culture of health and safety.

2. Lead Business Continuity Planning (BCP)
  • Develop, implement, and maintain the company's Business Continuity Plan (BCP), ensuring critical HR and business support functions can continue operating during disruptions.

  • Conduct Business Impact Analyses (BIA) and risk assessments to identify potential operational vulnerabilities and critical business dependencies.

  • Establish contingency procedures, recovery strategies, escalation protocols, and alternative work arrangements for potential business disruptions.

  • Lead regular BCP simulations, tabletop exercises, and emergency preparedness activities with relevant stakeholders.

  • Coordinate with Facilities, IT, HR Operations, and client-facing teams to align HR continuity protocols with company-wide disaster recovery and business resilience plans.

  • Document simulation results, identify gaps, and implement corrective actions to strengthen organizational preparedness.

  • Review and update continuity plans regularly to reflect organizational changes, emerging risks, and operational requirements.

3. Strengthen Risk Management, Governance, and Audit Readiness
  • Establish appropriate documentation, monitoring, and reporting mechanisms for OSH and BCP initiatives.

  • Ensure that safety policies, procedures, emergency response plans, and continuity manuals are updated and readily accessible.

  • Coordinate internal and external audits, inspections, and regulatory assessments related to OSH and business continuity.

  • Identify emerging workplace safety and operational risks and recommend mitigation strategies to HR Leadership.

  • Develop and monitor key performance indicators (KPIs) covering workplace safety, incident management, emergency preparedness, and business continuity.

  • Partner with relevant stakeholders to ensure corrective actions and risk mitigation initiatives are implemented within agreed timelines.

4. Partner with HR, Operations, and Business Leadership
  • Serve as a key resource person for OSH, workplace safety, emergency preparedness, and business continuity matters.

  • Provide guidance to HR Business Partners, HR Operations, and department leaders on safety-related policies and operational risk considerations.

  • Collaborate with business leaders to integrate safety and continuity requirements into operational processes and workforce planning.

  • Provide regular updates and recommendations to HR Leadership on OSH performance, identified risks, and BCP readiness.
