Responsibilities
  • Responsible for planning, implementation, management, overall supervision, and monitoring of the program/projects.
  • Ensure Action Against Hunger’s policies, and donor guidelines are implemented in collaboration with national government agencies and partners.
  • Ensure correct implementation and management of activities and resources in line with project objectives and daily management requirements.
  • Represent and coordinate with project team and consortium partners/staff in assigned areas/projects.
  • Ensure efficient and effective project implementation according to approved strategies, workplan, and donor guidelines, in coordination with project team, consortium, and Action Against Hunger Technical Coordinators.
  • Develop and maintain relationships with key stakeholders at a technical level, including government authorities, international and local organizations, partners, beneficiaries, and other external actors.
  • Lead project implementation in line with the approved proposal and maintain updated project work plans, procurement/supply plans, and budget forecasts monthly and as needed.
  • Ensure transparency of procedures and adherence to donor guidelines, including documentation of transparent decision making.
  • Conduct weekly meetings with department heads to review progress and update work plans.
  • Support reporting by departments and timely submission of reports in agreed formats; follow up on in-kind contributions as required by programs.
  • Coordinate local partners capacity building strategy in coordination with the Deputy Country Director.
  • Represent Action Against Hunger as required.
Monitoring, Evaluation, Reporting, and Capitalisation
  • Lead weekly, monthly, and annual planning and progress updates with project staff, partners, and the Capital technical team.
  • Validate and consolidate reports from technical supervisors in accordance with the monthly APR (Excel and narrative) and required annexes (e.g., SOVs).
  • Prepare donor interim and final reports in coordination with the consortium lead.
  • Lead capitalization of project experience and prepare written documents with Action Against Hunger sector coordinators.
  • Archive SOVs and maintain a database of photos, videos, and other multimedia documents related to the project.
  • Ensure complete project documents are filed according to Archiving Guidelines.
  • Share real-time photo/visual materials of project progress for internal and external communication.
Safety and Security
  • Ensure staff safety and security in line with Action Against Hunger’s safety and security protocols; report incidents to the Logistic Coordinator.
  • Monitor security context and report to line manager and security focal person in Manila.
  • Adhere to the Mission Security Reporting system and submit required reports on time.
  • Respect security rules and coordinate with Logistics Coordinator.
  • Report any security incidents in the field that may interrupt project activities to the Logistic Coordinator.
  • Ensure team compliance with mission security rules.
  • Support the development and revision of security management and business continuity plans.
Profile – Required Criteria
  • Master’s degree in Economics, Sociology, International Development, Political Science or International Relations.
  • Knowledge of project management including financial management tools, logistics and security management.
  • Ability to write technical donor reports and proposals in English.
  • Training and capacity-building experience.
  • Strong analytical skills and understanding of conflict/crisis contexts.
  • Knowledge in partnerships development and alliances is desirable.
  • Knowledge of donor landscape in the Philippines.
  • Strong knowledge in humanitarian cooperation/international relations.
  • Strong coordination, program management, mentoring, coaching, and capacity-building skills.
  • Experience managing projects with an INGO.
  • Knowledge of donor guidelines and procedures; ability to work independently with minimal supervision from the capital office.
  • At least 5 years of experience in a similar position.
  • Experience managing and supervising administration/finance, logistics, HR, programs, and security staff.
  • Experience dealing with high-level authorities and representation; managing partners and consortium.
  • Experience leading teams and resources in insecure contexts and handling stress.
  • Experience working with conflict- and climate crisis-affected populations in the Philippines; cluster leadership experience is desirable.
  • Experience in representation, community development and participation, institutional development, and establishing partnerships with local partners.
  • Excellent English and Filipino speaking and writing skills; knowledge of local languages is an advantage.
