Job summary

The World Bank Group seeks a Governance Specialist to support the Secretariat for the Fund for responding to Loss and Damage (FRLD) in Manila, Philippines. Qualifications

• Bachelor’s degree (or equivalent) in law, public policy, international affairs, governance, or related field; a postgraduate qualification is an advantage.
• At least 5 years of relevant professional experience in legal, governance, policy, or institutional roles in the Philippines.
• Demonstrated experience in supporting high-level meetings, drafting legal or policy documents, stakeholder coordination, or institutional liaison roles.
• Prior exposure to supporting boards of directors.
• Prior exposure to national/local government, multilateral institutions, climate finance, or international development is strongly desirable.

Responsibilities

• Serve as liaison between FRLD Secretariat and relevant government agencies in the Philippines.
• Assist in organizing online or regional workshops and Board/committee meetings in the Philippines.
• Draft and finalize background papers, ToRs for consultants, meeting summaries, and localized notes.
• Conduct desk research on legal, regulatory, or procedural matters affecting FRLD operations.
• Ensure local regulatory requirements are addressed (visas, permits, MoUs) and flag risks from local law.
