Job summary

Expertise France is seeking a Deputy Project Leader to manage the EU-PH Green Economy Partnership. You will lead the Innovation workstream, coordinate with partners in Manila, and supervise a regional team to ensure strategy execution, quality, and compliance with Expertise France procedures.

Job description

as expertise in the domains of entrepreneurship and innovation, the Deputy Project Leader will ensure the dual function of supporting the programme-level management of the EU-PH Green Economy Partnership: Green Business, Infrastructure, and Finance as well as leading the technical "Innovation" component from a strategic and operational perspective.

The EU-Philippines Green Economy Partnership is an EU-funded programme under its Global Gateway Strategy. It links European and Filipino partners from the private sector and local governments to foster a circular economy and the reduction of plastic waste in support of the country's green transition. While the DENR is the overall political lead in the Partnership, the DTI leads the component on green business development, implemented by Expertise France.

Funded by a PHP 3.67 billion (EUR 60 million) grant from the European Union, the EU-PH Green Economy Partnership will run from 2023-2028 in collaboration with the government of the Philippines, led by the DENR. This priority programme of the European Union in the Philippines links European and Filipino partners from the private sector and local governments to foster a circular economy and the reduction of plastic waste. It also aims to improve energy efficiency and promote renewable energy use and climate change mitigation and adaptation. Through technology transfer and investments, the programme aims to accelerate the transition to a greener economy while sustaining economic growth that benefits all Filipinos.

The EU-PH Green Economy Partnership is part of the EU's Global Gateway initiative - the European strategy engaging with partners globally and promoting investments around shared priorities such as the transition to a green economy and the advancement of digital infrastructure, among others.

He/she Will Be Responsible For The Following Tasks:

• Intervention strategy and operational project management

The Deputy Project Leader Assists The Project Leader With The Definition And Implementation Of The Project's Intervention Strategy With The Support Of Technical Experts, The Core Project Team, The Project Officer At Expertise France Headquarters, And In Close Cooperation With Partners In The Philippines.

He/she Supports The Planning And Implementation Of Activities Entrusted To Expertise France, Which Include The Following Responsibilities: Co-defining and supporting the Project Leader in the implementation of the project's operational strategy, conducting technical and budgetary planning with the support of technical experts, regional teams, and in close collaboration with partners in the Philippines.

Identifying expertise needs and ensuring the mobilization of companies, public and private experts, and implementation partners.

Coordinating, guiding, and monitoring the work of companies, experts, and implementation partners with the support of regional technical assistance teams.

Preparing for and participating in steering committees and regional technical committees.

Ensuring the internal and external quality and coherence of the project, particularly with other ongoing programs in the intervention areas.

Identify, design, and facilitate consortium-level and multi-stakeholder workshops as needed in enhancing overall strategy and operational management of the project.

Support the Project Leader in the management and coordination of the Sustainable Investment Cluster together with the Institutional and Circular Economy Coordinator.

Represent Expertise France in functions related to EU-PH Green Economy Partnership when Project Leader is not available.

Providing regular reporting to the project officer at Expertise France headquarters.

Weekly exchanges will take place between the management and coordination team and Expertise France headquarters. The Deputy Project Leader also ensures the definition and implementation of activities and tools related to the community engagement and advocacy strategy and the monitoring and evaluation system through the supervision of advocacy and MEAL officers. He/she is also responsible for ensuring compliance with Expertise France procedures, including procurement and financial execution.

Management of the project team

The Deputy Project Leader Is Also Responsible For Supporting The Project Leader With The Coordination And Supervision Of The Management And Coordination Team Based In Manila. Their Specific Responsibilities Include:

• Facilitating steering meetings with technical experts and the project team: planning and coordinating activities, identifying priority actions, etc.

• Organizing and planning team activities and ensuring effective coordination with technical assistance teams.

• Delegating and guiding the implementation of activities at the programme-level

• Supervising the project team: mobilization/evaluation, workload management, activity planning, organizing team meetings, etc.

• The Deputy Project Leader, along with the Project Leader, is also responsible for the team's safety. They ensure compliance with Expertise France's security rules and may receive support from the logistician in this task.

Strategic and operational steering of the Innovation workstream

The Deputy Project Leader is directly responsible for defining the strategy and coordinating the implementation of the Innovation programme component, the goal of which is to "support the emergence and growth of eco-enterprises", which integrate social and ecological justice. The final beneficiaries of this project component include green and circular economy innovative start-ups, traditional Micro and Small Enterprises (MSME's) seeking to adopt waste-reduction strategies, as well as MSME's along the waste management value chain.

To this end, the Deputy Project Leader is responsible for:

• Defining and maintaining an Action Plan and submitting regular progress reports

• Identifying needs for external expertise and or service procurement; preparing Terms of Reference and Technical Specifications documents in line with Expertise France regulations

• Overseeing the production of deliverables from external experts and service providers and ensuring quality

• Overseeing the allocation of subventions to beneficiaries, in line with Expertise France guidelines, and establishing a sound monitoring system

• Maintaining fluid communication with partners and beneficiaries of the program component

• In line with the advocacy activities, the Deputy Project Leader will lead the design and organization of market-bridging events together with the Advocacy Officer.
