Clean Air Asia seeks a Financing Specialist to develop a national SLCP mitigation strategy for the rice sub-sector, in collaboration with IRRI, DA and DENR. The role focuses on cost assessment, financing mechanisms and economic impacts to support policy and investment planning under the CCAC-funded project.
The appointment is for 12 months with competitive remuneration, reporting to the Sustainable Cities Lead, and engagement in capacity-building activities and strategy development for SLCP
Clean Air Asia, together with the International Rice Research Institute (IRRI) and in collaboration with Department of Agriculture (DA) and Department of Environment and Natural Resources (DENR), is implementing the Climate and Clean Air Coalition (CCAC)-funded project titled: Philippines - Deliver a national rice sub-sector strategy for SLCP mitigation. Through this project, a Strategy to Reduce SLCPs from the Rice Sub-sector will be developed through a science-based and participatory process. This document will outline mechanisms for operationalizing mitigation measures and practices, policies, economic instruments, and institutional arrangements to ensure sustainability.Additionally, the project will support the integration of SLCP reduction targets and/or mitigation measures for the agriculture sector in the 2025 Philippine NDC and strengthen the capacity of relevant government agencies for planning, implementing, and monitoring SLCP mitigation targets and measures.
The project’s intended outcomes are (i) a Rice Sub-Sector Strategy endorsed by the Government of the Philippines; (ii) agriculture NDC integrated with SLCP reduction targets and/or mitigation measures; and (iii) improved capacities of relevant government agencies for planning, implementing, and monitoring SLCP mitigation targets and measures.
Clean Air Asia will engage a Financing Specialist to provide technical expertise for the financing component of the Strategy to Reduce Short-Lived Climate Pollutants (SLCPs) from the Rice Sub-sector.

The Financing Specialist will be appointed for a period of 12 months under an intermittent, fixed-term consultancy contract. Remuneration is competitive and will vary based on the candidate’s professional qualifications and relevant work experience.
