Job summary

Sysgen RPO is seeking a Finance Treasury Manager to lead treasury operations in Cebu City. This direct-hire, full-time role requires overseeing cash management, banking relationships, and liquidity planning for the business.

The successful candidate will manage treasury controls, ensure accurate financial reporting, and provide strategic input on capital structure and risk management, reporting to the Sr. Manager (Finance & Accounting).

Qualifications

Responsibilities

• Manage cash positioning, bank account structures, and treasury controls in a cash-constrained environment.
• Oversee daily and long-term cash flow management to maintain liquidity.
• Build and maintain relationships with banks and financial institutions.
• Monitor and mitigate financial risks including FX, interest rate, and liquidity risk.
• Optimize treasury systems, payment processes, and surplus funds investments.
• Ensure accurate recording of treasury transactions and reconcile to GL.
• Oversee month-end/year-end closing activities for treasury and cash accounts.
• Maintain internal controls and assist audits; support regulatory compliance.
• Provide strategic leadership on capital structure and working capital optimization.

Job Responsibilities:

Division: Finance & Accounting

Reports To: Sr. Manager (Finance & Accounting) Direct Reports: Finance Supervisors (2) – Billing & Collection, Cash Management Team Headcount: AR Analysts, Corporate Cashier, Collector (est. 3-5)

Treasury Operations

• Manage cash positioning, bank account structures, and treasury controls in a cash-constrained environment.
• Oversee daily and long-term cash flow management to maintain sufficient liquidity for business operations.
• Build and maintain strong relationships with banks and financial institutions.
• Monitor and mitigate financial risks, including foreign exchange, interest rate, and liquidity risks.
• Optimize treasury systems, payment processes, and the investment of surplus funds.

Financial Integrity of Funds

• Ensure accurate recording of treasury transactions, including incoming/outgoing funds, intercompany transfers, and financing activities.
• Collaborate with accounting and finance teams to reconcile cash movements with the general ledger.
• Oversee month-end and year-end closing activities related to treasury and cash accounts.
• Ensure compliance with applicable accounting standards for treasury and financing activities.
• Support internal and external audits by maintaining proper documentation and effective controls over treasury-related transactions.

Strategic Leadership

• Develop and implement financial strategies that support business growth and financial resilience.
• Provide insights and recommendations on capital structure, working capital optimization, and funding requirements.

Compliance and Controls

• Maintain strong internal controls over treasury operations and the financial reporting of cash and receivables.
• Ensure compliance with regulatory requirements, banking covenants, and company policies.
• Drive continuous improvement in treasury and finance processes, systems, tools, and reporting accuracy.
• Foster a high-performance culture centered on collaboration, accountability, and excellence.

Job Requirement:

• With at least 5 years of strong experience in managing the treasury functions ‑ treasury, accounting, liquidity health from financial analysis, budgeting and cashflow control
• Excellent analytical skills and high level of attention to detail and gets updated of day‑to‑day events that may affect the business industry, financial markets, and instruments
• Knowledge of banking relationships and covenants
• Sound understanding of accounting principles
• Excellent time management and organizational ability and ability to manage hectic schedules and high stress situations
• Excellent interpersonal and communication skills, with the ability to build and maintain business relationships with different stakeholders ‑ internal and external
• Team player with the ability to communicate and coordinate with multiple parties and stakeholders
• Intermediate to advanced computer software skills including excel and other accounting software system and presentations
• Must be willing to be assigned in Cebu City, mobile and willing to travel to Manila for business and official meetings
