Passerelles Numériques (PN), a non-profit organization, is dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and vocational training, in the sector of Information Technology. We work to build strong employability which will allow them and their families to sustainably escape poverty, and contribute to the social and economic development of their countries. Established in Cambodia, the Philippines, Vietnam, and Madagascar, Passerelles Numériques currently trains more around 700 students a year and employs around 85 people based in these four countries including a small team in France. Passerelles Numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture, Synchrony, Datawords and EMpower and also receives support from individual donors. In the Philippines, Passerelles Numériques started its mission in 2009, with a training center based in Cebu, in the central region of the Visayas. CONTEXT AND MISSION:

Building and growing relationships with external partners such as companies, foundations, NGOs in particular, is in Passerelles Numériques’ DNA.The priority is to increase funding from private companies and foundations to support our programs but partnerships can also include: offering On the Job Training (OJT) or jobs to PN students or graduates, participating in the development of the curriculum, offering company visits, providing pro bono or volunteering missions supporting our action, in kind donations, and more! Reporting to the Country Director of PN Philippines, the External Relations Manager is responsible for growing company prospects in the Philippines, responding to project calls from funding sources (private companies, foundations, embassies, etc), identifying and developing network opportunities, maintaining a strong relationship and opportunities with PNPh Alumni network, and follow-up and report on project proposals and grants.

DUTIES AND RESPONSIBILITIES:
EXISTING PARTNERSHIP MANAGEMENT

Together with the Country Director, create an annual partnership development plan and implement it. Be the main contact for local partners.

Maintain and develop a network of local partnerships with companies to:

  • Promote the project;
  • Organise internship placements and company visits for students;
  • Propose volunteering and pro bono activities;
  • Propose partnerships offers (sponsorships etc);
  • Research funding and in-kind donation opportunities;
  • Organise IT Market surveys (every 2 years) and communicate about the results.
Local NGOs, Government, institutional funding

Maintain and develop partnerships with local NGOs and LGUs in order to:

  • Mutualize resources with other NGOs (knowledge, building, material, infrastructure);
  • Apply for grants in consortium with other organizations;
  • Target individual donors and small companies;
  • Develop the networks of LGU partners sponsoring PNPh students in coordination with the Partnership Officer;
  • Develop a fundraising action plan (campaigns to individual donors, small companies, LGUs) in collaboration with the Country Director and with support of the Director of Global Partnerships & Communication.
Partnership management
  • Ensure the admin management of each partnership is well organized (agreement, donation follow-up, thank you process, tax receipt…);
  • Keep the partners/donors’ relations active, ensuring a good and bespoke reporting to each partner is in place (financial and narrative);
  • Develop new partnership ideas.
  • Develop a fundraising action plan (fundraising campaigns, actions at events, Solidarity Act, etc.)
  • Organise surveys relating to Alumni engagement and the fundraising action plan.
  • Gather data on the Alumni situation after their graduation to assess the impact of PNPh’s program.
PARTNERSHIP & FUNDING PROSPECTION:

Together with the Country Director, create an annual prospection plan and implement it:

  • Identify suitable local prospects and partnership opportunities;
  • Analyse requirements and recommend a bespoke strategy to reach them;
  • Organize meetings with these local prospects and submit bespoke offers.

In coordination with the Country Director and the Global Fundraising Team, assess funding opportunities in the Philippines and broader Asian region:

  • Research local funding opportunities;
  • Coordinate the answering process to calls for proposals (local foundations for instance).
FUNDING PROPOSALS MANAGEMENT

Proposals led and managed by Global team:

  • Work in collaboration with the Global team for proposal writing;
  • Prepare data and information requested by the Global team in a timely manner.

Proposals led and managed by local team:

  • Request support from Global team when needed;
  • Keep the Global team informed of the proposals prepared and submitted.
REPORTING & DATABASE MANAGEMENT:
  • Keep data updated on the PN Indicator monitoring sheet
  • Ensure all reports and data for global reports are submitted on time
  • Ensure timely and correct database management of prospects/grants in Salesforce.
FINANCE:

With the Country Director, prepare an annual funding plan and keep track of all donations, grants:

  • Communicate regularly with the finance manager on updates of the income forecast (i.e. late payment of donation or grant) to keep the Cash flow statement up to date;
  • Work with the Finance Manager and the global team to prepare funding proposals budgets.
COMMUNICATION & EVENTS:

With the assistance of the Global Communication manager:

  • Develop and implement a strong communications strategy to increase PNPh’s visibility (organization of key events in the digital and educational sector, social media management);
  • Produce an annual communication plan;
  • Coordinate all communication aspects of the project: internal and external;
  • Ensure that all communication materials/communication such as: templates and communication tools, website, blog, social medias, articles for PN newsletter, thank-you letter to donors, students’ testimonies… are done in a timely manner;
  • Ensure that PN communication charter and guidelines are respected and applied internally and externally;
  • Organise events and actions to promote the organization (including student Graduation Ceremony and other regular events);
  • Provide communication content required by donors;
  • Participate and represent PNPh to all relevant events.
TEAM MANAGEMENT & DEVELOPMENT:
  • Lead the ERO team that include the roles of: Partnerships & Resource Mobilization Officer and Communications Officer;
  • Delegate fundraising and communication tasks to achieve the above responsibilities under financial resources, partnerships and communication;
  • Recruit, supervise, guide, and assess the team members (biannual performance evaluation);
  • Participate in the hiring of new team members;
  • Plan the activities of ERO (External Relations Office) team and follow up progress;
  • Monitor the continuing professional development of staff, including the induction of new staff members;
  • Follow up each staff member’s performance during the year and perform a mid-term and a yearly performance appraisal of all staff members;
  • Manage all HR related subjects for the Partnership Officer and Communications Coordination in coordination with the HR Manager (illness, holidays …).
OTHER:
  • Actively contribute to cross centers information sharing and common projects;
  • Organize and take part in school events, workshops, trainings, outings and activities which may take place at weekends or in the evening;
  • Liaise with colleagues and work flexibly;
  • Attend staff meetings;
  • Respect school rules, PN’s internal regulations and other policies of PNPh.
  • Experience in marketing and/or humanitarian/development projects;
  • 3 years minimum experience in fundraising in an NGO or in a commercial position in link with corporate citizenship or corporate social responsibility;
  • Experience working with local and international companies/organizations is a plus;
  • Detail-oriented and must have strong organizational skills;
  • Good relational skills;
  • Business sense particularly in terms of building network;
  • Excellent oral and written English communication skills;
  • A good command of French will be considered an advantage although not mandatory;
  • Committed to work in an NGO set-up;
  • Can work in a multicultural and dynamic environment.

The position offers a flexible employment arrangement, with the exact status determined based on the selected candidate’s profile, eligibility, and applicable requirements:

  • The position may be offered either as a local employment contract or under a Volontariat de Solidarité Internationale (VSI) arrangement, depending on the selected candidate’s profile and eligibility.
  • Six (6)-month probationary period , with the opportunity for regular employment upon satisfactory performance for local contracts.
  • Government-mandated benefits and 13th-month pay for local employees.
  • Hybrid work arrangement : at least one day of remote work a week depending on organizational needs (for both VSI and local employees).
