Philcare Pharma, Inc. is seeking an experienced Ethics & Compliance leader in Pasig to drive employee discipline processes and regulatory compliance across PHAP, FDA-PH, and PDEA/DDB. You will oversee the in-house program, field audits, and investigations while ensuring data privacy and non-retaliation.

You will report to the General Manager with board access to shape the company’s ethical standards, governance, and compliance culture in the Philippine healthcare market.

Qualifications

• 10+ years in Ethics & Compliance, HR/Employee Relations, or Regulatory Affairs in Philippine pharma/healthcare.
• 3+ years in a compliance leadership role.
• Deep knowledge of PHAP/FDA-PH/PDEA/DDB and Data Privacy Act requirements.
• Ability to draft NTEs, NOCs, investigation reports for NLRC/FDA-PH.
• Writer capable of formal compliance documentation and audits.

Responsibilities

• Enforce Employee Code of Progressive Discipline and ERC processes.
• Oversee in-house compliance program including HCP interactions and materials review.
• Conduct field audits of medical representatives and district managers.
• Ensure regulatory compliance with FDA-PH GDP, PDEA/DDB, and Data Privacy Act.
• Run Speak-Up/Whistleblower channels and investigations; ensure non-retaliation.

This is a newlycreated position with a direct line to the General Manager and standing accessto the Board on compliance matters. You will own two mandates as one integratedEthics & Compliance function: Employee Compliance (Code of Progressive Discipline, disciplinary due process, Employee Relations Committee) and PRCM - Promotions, Regulatory & Compliance Management (PHAP Code of Practice, FDA-PH, PDEA/DDB, Data Privacy).

Few complianceroles in Philippine pharma offer this breadth. You will safeguard PPI's licenceto operate, protect the integrity of our engagement with healthcareprofessionals, and set the ethical tone under which our commercial ambition ispursued. You will have the mandate, the budget, and the independence to build acompliance function that stands up to any scrutiny - from the FDA-PH, the NPC,the NLRC, or our multinational principals.

The Opportunity

What You Will Own

• Enforcement of the PhilcareEmployee Code of Progressive Discipline, including due process coaching forsupervisors and secretariat role on the Employee Relations Committee (ERC)
• The Company's inhouse complianceprogram - HCP interactions, gifts and hospitality, sponsorships, congresses,speaker programs, and promotional materials review
• Field audits of medicalrepresentatives, key account specialists, and district managers for call-reportintegrity, sample handling, and PHAP adherence
• Regulatory compliance underFDA-PH Good Distribution Practices, PDEA S2 and DDB rules for controlledsubstances, and Data Privacy Act (R.A. 10173) requirements
• The Company's Speak-Up /Whistleblower channel and investigation function - intake, investigation, resolution, and non-retaliation oversight

Requirements

Who You Are

• 10+ years in Ethics &Compliance, HR/Employee Relations, or Regulatory Affairs, ideally in aPhilippine pharmaceutical, medical device, or healthcare organization; 3+ yearsin a compliance leadership role
• Deep in both mandates -Employee Compliance (Labor Code Art. 297, DOLE D.O. 147-15, twin-notice dueprocess) and PRCM (PHAP Code, IFPMA Code, FDA-PH GDP, PDEA/DDB rules, R.A.10173, R.A. 3019, R.A. 8203, R.A. 9502)
• A writer capable of draftingNTEs, NOCs, investigation reports, and audit findings that hold up in front ofthe NLRC and the FDA-PH
• An investigator, comfortableinterviewing witnesses, evaluating evidence, and reaching evidence-basedconclusions
• Personally courageous - thevalue of a Compliance leader is the difficult conversation, not the easy one
• A licensed Pharmacist, Attorney(Juris Doctor), or holder of an equivalent bachelor's degree with strongcompliance credentials

Strong pluses: SEC-recognised Compliance Officercertification, CHRP, CIA, or equivalent; prior Committee on Decorum andInvestigation (CODI) experience; hospital-channel background in cardiovascular,critical care, or anti-infectives; direct experience hosting an FDA-PH, PDEA,or NPC inspection; PMAP or PHAP membership.
