Enterprise Manager [Black Soldier Fly Project]

Background: The Enterprise Manager is the business builder of our BSF facility – a hands-on general manager with full P&L accountability from Day 1. This is a multi-year project with significant potential for long-term engagement – we are looking for someone who wants to grow with the facility and see it through from startup to scale. You will be at the forefront of establishing a pioneering BSF facility in the Philippines, with opportunities to shape the business model, lead cross-functional teams, and scale operations into a replicable blueprint for future Good Neighbors sites. The role demands a startup mindset – comfort with ambiguity, resourcefulness, and willingness to wear multiple hats. You will own the full cycle: project timelines, facility construction turnover, operational ramp-up, commercial launch, and ongoing financial performance.

The role progresses through four milestone-defined phases.

Training component: You will be provided formal BSF training to understand the core technology, production process, quality standards, and biosecurity principles. This training ensures you have the technical foundation to engage credibly with the Korean Technical Specialist, represent the facility to buyers and LGUs, and make informed operational and commercial decisions. Given the startup nature of this role, you are expected to be hands-on as needed – particularly during critical trials, equipment failures, supply chain disruptions, and the initial facility ramp-up. The role calls for a leader who is comfortable moving between strategic oversight and active floor engagement to troubleshoot, support, and drive solutions whenever the situation demands it.

P&L Accountability:

• Revenue generation – securing off-take agreements, pricing strategy, customer relationship management, and collections.
• Cost management – waste sourcing, labor productivity, utilities, maintenance, and overhead.
• Budget ownership – managing the operational budget (PHP 500k+/month) and capital expenditure requests.
• Cash flow discipline – approving procurement, monitoring actual vs. budget variance, and justifying all expenditures to the Division Head and GNP Finance.

Phase 1: Pre-Facility (Project Management)

• Track timelines and deliverables from design, construction, and permitting teams. Identify delays or risks and proactively elevate to the Good Neighbors Economic Development Division (EDD) Head.
• Ensure equipment delivery and installation stays on schedule.
• Coordinate with GNP Finance to track project expenditures against budget.
• Participate in turnover inspections of completed facility before operations begins.

Phase 2: Production Build-Up (Operational Oversight)

• Set weekly and monthly production targets (waste processed, larvae yield, frass output) in collaboration with Korean Technical Specialist and Operations Lead.
• Monitor KPIs from Operations Lead's daily logs – feed conversion ratio, mortality, drying efficiency, product quality.
• Identify systemic production bottlenecks (e.g., waste variability, equipment downtime, labor gaps) and lead cross-functional solutions.
• Ensure the facility runs 6 days/week as planned, with contingency coverage for holidays or emergencies.
• Approve any major protocol changes proposed by Operations Lead after successful trial cycles (minimum 3 trials), in coordination with Korean Technical Specialist.
• Exercise financial oversight – approve procurement requests, monitor expenses, and manage enterprise budget with GNP Finance.

Phase 3: Market Preparation (Commercial Readiness)

• Build buyer relationships and coordinate trial samples for testing and certification.
• Secure permits for product sales (FDA, DA-BAI, or other relevant agencies) in coordination with the permitting team.
• Develop pricing, basic sales materials, and buyer contracts.
• Assess operational and market readiness and recommend to the Economic Development Division Head and South Korea team when a commercial move is possible.

Phase 4: Commercial Scaling and Financial Sustainability

• Drive sales execution – fulfill offtake agreements, manage customer relationships, and pursue new buyers to expand the customer base.
• Achieve financial targets – meet monthly revenue, gross margin, and cost-per-unit targets set with the Division Head and Finance team.
• Optimize operations for profitability – lead cost-reduction initiatives (waste sourcing efficiency, drying fuel optimization, labor productivity) to improve unit economics.
• Diversify revenue streams – explore premium product grades (e.g., high-protein larvae for aquaculture, branded frass fertilizer, live larvae for poultry).
• Build a replicable business model – document all commercial systems (pricing models, buyer contracts, logistics SOPs) to enable Good Neighbors to replicate this facility in other locations.
• Prepare for scale-up – develop business cases for additional rearing modules, automation, or new product lines aligned with organizational strategy.

Ongoing Responsibilities

• Supervise and retain the Operations Lead and future enterprise staff.
• Submit timely financial, operational, and compliance reports to Division Head and GNP Finance.
• Build and maintain relationships with LGUs, barangay officials, waste suppliers, and community stakeholders.
• Represent the facility during inspections, audits, and partner visits.
• Serve as the primary local point of contact for the Korean Technical Specialist and International Team.
• Escalate technical, operational, or financial risks to the Economic Development Division Head immediately.

Team Leadership & Development

• Supervise the Operations Lead, Admin/Logistics staff, and any future supervisors.
• Recruit, onboard, and evaluate site staff. Approve all hiring decisions (Operations Lead recommends production technicians).
• Conduct quarterly performance reviews for direct reports; guide Operations Lead in reviewing production team.
• Foster a safety-first, data-driven, and blame-free culture where staff report problems without fear.
• Resolve local staff conflicts, attendance issues, or disciplinary matters in accordance with Philippine labor law.
• Plan for staff succession – train Operations Lead to eventually handle more site management tasks.

Reporting & Stakeholder Communication

• Submit weekly site report to Good Neighbors Philippines Economic Development Division Head and Korea International Team covering:
  • Production vs. target (waste in, larvae out, frass out)
  • Safety incidents / near-misses
  • Staff attendance and overtime
  • Key issues (equipment, waste supply, quality)
  • Adaptation trial status (if any)
• Submit monthly financial summary and variance analysis.
  • Revenue performance – actual vs. target sales, customer orders, collections status.
  • Cost performance – actual vs. budget by category (labor, utilities, waste, maintenance, overhead).
  • Unit economics – cost per kg of larvae produced, gross margin per product line.
  • Variance analysis – explanation of significant deviations and corrective actions taken.
  • Cash flow forecast – projected expenditures and receipts for the next 3 months.
• Prepare quarterly business review presentation for GN Economic Development and Korean International Teams.
• Represent the facility during LGU inspections, donor visits, or partner tours.

Continuous Improvement & Scale-Up

• Lead monthly operations review with Korean specialist, South Korea International team, Operations Lead, and relevant departments.
• Identify opportunities to reduce cost per kg of larvae – waste sourcing, drying efficiency, labor productivity.
• Plan for facility scale-up (additional rearing modules, automation, new product lines) aligned with Good Neighbors’ strategy.
• Document all site-level institutional knowledge (permits, supplier contacts, emergency protocols, adapted SOPs) for future replication.
