The Energy Compliance Officer at Citimax Group, Inc. will oversee regulatory, legal, and operational compliance for renewable energy power facilities from development through commercial operation.

The Energy Compliance Officer shall be responsible for facilitating, coordinating, and maintaining regulatory, legal, and operational compliance requirements for the company's renewable energy (RE) power generation facilities — from pre‑construction/development through commercial operations. This role shall act as a primary liaison between the RE Generation Company (GenCo) and key energy regulatory authorities, including the Department of Energy (DOE) and Energy Regulatory Commission (ERC), as well as relevant local government units and environmental agencies.
Prepare, process, and track regulatory applications required for the development and expansion of renewable energy generation facilities
Assist in monitoring obligations under the Renewable Energy Service Contract (RESC) with the DOE, particularly work program milestones
Assist in securing and maintaining necessary environmental and local permits in coordination with the site team (e.g., EMB‑DENR ECCs, Water Permits, LGU endorsements, NCIP clearances where applicable)
Monitor and document compliance with interconnection protocols, Grid Impact Studies (GIS), and Interconnection Agreements (IA) with the System Operator (NGCP) or distribution utilities
Prepare, assemble, and submit application packages for Provisional Authority to Operate (PAO) and Certificate of Compliance (COC) with the ERC
Monitor and facilitate continuous compliance with DOE, ERC, and RE policies governing On‑Grid Generation Facilities
Consolidate and file recurring reportorial requirements to the DOE and ERC, including annual self‑assessment forms, generation reports, and resource availability disclosures
Monitor permit schedules and prepare timely renewals of COCs, environmental permits, water permits, and operating licenses prior to expiration
Coordinate with WESM Trading Team and Site Team to gather plant availability, resource forecast data, scheduled maintenance, and forced outage data required for regulatory filings
Advise the Legal Division/management on new draft rules, circulars, resolutions, and policy developments issued by the DOE, ERC, and Congress affecting the RE sector
Bachelor's degree in Engineering (Electrical, Mechanical, Civil), or related field
1 to 2 years of hands‑on regulatory compliance, legal, or energy market experience within a Renewable Energy Generation Company (RE GenCo) or energy consultancy in the Philippines
Practical experience in preparing and processing of DOE Service Contracts and/or ERC Certificate of Compliance (COC) applications
Solid working knowledge of the Renewable Energy Act of 2008 (RA 9513) and the Electric Power Industry Reform Act (EPIRA / RA 9136)
Familiarity with the Philippine Grid Code (PGC), DOE RE Circulars (RPS, GEOP, GEAP), and ERC circulars governing generation facilities
Understanding of the RE generation lifecycle—from RE Service Contract acquisition, interconnection, testing & commissioning, to commercial operation
Strong written and verbal communication skills for preparing technical/legal submissions and coordinating with government personnel
Strong organizational skills to track regulatory deadlines and maintain regulatory archives
Strong analytical skills to verify RE operational data from site operations before converting them into compliant regulatory reports
