Qualifications

About the role

Premier Global Recruitment OPC (PGR) is looking for a Data Privacy and Compliance Officer who will support the company's data privacy, regulatory compliance, and corporate governance requirements, with particular focus on overseas recruitment operations.

Key Responsibilities
Data Privacy and Protection
  • Support compliance with the Data Privacy Act of 2012, its Implementing Rules and Regulations, and applicable National Privacy Commission issuances.

  • Maintain and update the company's Privacy Management Program, privacy notices, consent forms, data retention standards, and records of processing activities.

  • Conduct and document Privacy Impact Assessments (PIA) for processes, systems, projects, and activities involving personal and sensitive personal information.

  • Monitor the proper collection, use, disclosure, storage, transfer, retention, and disposal of applicant, OFW, employee, client, and partner information.

  • Assist in handling data subject requests, privacy complaints, security incidents, and personal data breaches.

  • Review privacy-related agreements and requirements involving service providers, foreign employers, partners, and cross-border data transfers.

  • Conduct privacy awareness activities and periodic compliance reviews.

DMW Regulatory Compliance
  • Monitor the company's compliance with applicable Department of Migrant Workers (DMW) rules, regulations, licensing conditions, and overseas recruitment requirements.

  • Maintain and monitor regulatory permits, licenses, accreditations, registrations, and compliance documentation.

  • Assist in preparing documents, reports, submissions, and responses required by DMW and other government agencies.

  • Monitor new DMW issuances, circulars, advisories, and regulatory developments and communicate their operational impact to concerned departments.

  • Review recruitment, selection, processing, deployment, welfare, and documentation procedures for compliance with applicable regulations and approved company policies.

  • Assist during DMW inspections, audits, monitoring activities, and regulatory assessments.

  • Maintain compliance trackers and monitor deadlines, deficiencies, findings, and required corrective actions.

  • Coordinate with Recruitment, Processing, Welfare, Finance, HR, and other departments to address regulatory compliance requirements.

  • Support the review and standardization of applicant forms, employment documentation, recruitment records, and deployment files.

Quality Management System, ISO 9001:2015
  • Support the development, implementation, maintenance, and continual improvement of the company's ISO 9001:2015 Quality Management System (QMS).

  • Assist departments in preparing and maintaining Quality Manuals, SOPs, Work Instructions, Forms, Process Maps, and controlled documents.

  • Maintain the QMS document control system and ensure that only current and approved versions of controlled documents are used.

  • Assist in monitoring departmental KPIs, quality objectives, risks and opportunities, and process performance.

  • Coordinate and participate in internal quality audits and follow up corrective actions and observations.

  • Maintain records of Nonconformities, Corrective Actions, Preventive/Improvement Actions, and audit findings.

  • Assist in preparing for Management Review, internal audits, certification audits, surveillance audits, and recertification activities.

  • Coordinate with process owners to ensure timely closure of QMS findings and implementation of corrective actions.

  • Promote continuous improvement and help ensure that actual departmental practices remain consistent with approved procedures.

General Compliance and Governance
  • Conduct periodic compliance reviews and recommend corrective and preventive actions.

  • Maintain an organized compliance calendar covering regulatory submissions, renewals, audits, inspections, and certifications.

  • Prepare compliance reports and updates for management.

  • Assist in reviewing internal policies, procedures, forms, contracts, and operational controls.

  • Conduct employee orientations and awareness programs on data privacy, DMW compliance, QMS, confidentiality, and records management.

  • Coordinate with Legal Counsel, government agencies, external auditors, certification bodies, and other stakeholders when required.

About you
  • Bachelor's degree in Legal Management, Political Science, Business Administration, Information Technology, Information Security, Human Resources, or a related field.

  • Preferably with at least 2 years of relevant experience in data privacy, regulatory compliance, legal compliance, audit, risk management, or corporate governance.

  • Experience in an overseas recruitment or manpower agency is highly preferred.

  • Working knowledge of the Data Privacy Act of 2012, NPC regulations, privacy impact assessments, breach management, and data protection principles.

  • Familiarity with DMW regulations and overseas employment processes is a strong advantage.

  • Data Privacy Officer or Data Protection Officer training/certification is an advantage.

  • Strong analytical, documentation, report-writing, and policy-drafting skills.

  • High level of integrity, confidentiality, attention to detail, and professional judgment.

  • Able to work independently and coordinate effectively across different departments.
