Job summary

Bangko Sentral ng Pilipinas seeks a seasoned executive to head Cyber Defense and Threat Management. This role leads cyber defense, threat intelligence, monitoring, and incident response to protect critical operations and data assets.

Ideal candidates have extensive IT/cybersecurity experience with leadership in SOC, incident coordination with government bodies, and advanced training in security and management disciplines.

Qualifications

• Education: Bachelor's degree in CS, IT, CE or ECE. Master’s degree is an advantage.
• Experience: At least 11 years in IT or cybersecurity, with 8 years in cyber threat management, threat intelligence, or security operations; 5 years in a managerial/director role overseeing cybersecurity teams or programs.
• Experience leading a Security Operations Center (SOC) and coordinating with government or law enforcement on cyber incidents is an advantage.
• Training: 40 hours of IT service management or general/project mgmt; 8 hours in IT security in last 2 years; 40 hours in systems design/ICT trends in last 2 years; 120 hours of supervisory/management training.
• Eligibility: Career Service Professional / Second Level Eligibility
• Areas of Experience: Cyber defense operating models, SOC governance, 24/7 security monitoring
• Threat intelligence lifecycle, threat hunting methodologies, adversary behavior analysis (MITRE ATT&CK)
• Certifications: CISSP or CISM; GIAC Security Expert, SOC Analyst, CRISC, OSCP, ITIL v4 an advantage

Main Duties and Responsibilities

Leads BSP's cyber defense, threat intelligence, security monitoring, incident response, and offensive security capabilities to proactively detect, respond to, and mitigate cyber threats affecting critical operations and information assets

Qualifications

Education: Bachelor's degree in Computer Science, Information Technology, Computer Engineering or Electronics and Communications Engineering (ECE); Master's degree in Cybersecurity, Information Systems, or any related field is an advantage

Experience: At least 11 years experience in IT or cybersecurity, with a minimum of 8 years focused on cyber threat management, threat intelligence, or security operations (5 years of which must be in a managerial or director-level role overseeing cybersecurity teams or programs); Experience in leading a Security Operations Center (SOC), managing threat hunting programs, and coordinating with government or law enforcement agencies on cyber incidents is an advantage

Training: 40 hours of training in IT service management or general management or project management; AND 8 hours of training in IT security taken during the last 2 years; AND 40 hours of training in systems design and development OR Information and Communications Technology (ICT) trends and technology taken during the last 2 years; AND 120 hours of supervisory/management training/learning and development intervention

Certifications
