JOB SUMMARY:
The Cost Engineer is responsible for managing and controlling the project cost in reference to the tendered budget. He/She is responsible for the implementation of commercial functions and ensures that the project is delivered based on contract requirements.
DUTIES AND RESPONSIBILITIES:
- Monitor and ensure that the project expenses are within the approved budget.
- Assist in preparing in-house estimates/Bill of Materials.
- Validate cost proposals submitted by the contractor prior to approval.
- Quarterly update the project cost due to material cost inflation.
- Evaluate, monitor, and record contractor's billings and change orders based on the contract amount.
- Evaluate, monitor, and record contractor's accomplishment reports based on submitted cash flow.
- Create summary reports of the actual expenses of the project versus the approved budget.
- Prepare the tabulation of bid proposals.
- Participate in checking the quantity of materials requested by the Materials Controller prior to sending them to Procurement.
- Monitor and record construction expenses based on requests and orders.
- Develop cost plan and analysis.
- Performs other related tasks that may be assigned to him/her from time to time.
MINIMUM QUALIFICATIONS:
- BS Civil Engineering graduate; preferably licensed
- With at least two (2) years work experience as a Cost Engineer
- With in-depth knowledge of engineering and construction practices
- Proficient in using Microsoft Office
- Good analytical and ability to assess numerical data
- Highly organized and able to multitask

- Participate in the Pre-order meetings with Vendors/Subcontractors to ensure that Project Commercial risks and opportunities are covered.
- Manage subcontracts and major Vendor/Subcontract accounts including resolving variations and claims.
- Payment of Subcontract Accounts
- Monitor subcontractors and major vendor\'s performance against contractual documents in coordination with Operations staff
- Assist and provide inputs to the Project Management Team in assessing the Vendor or Subcontractor\'s Performance for the project
