Job Summary

The Utilities Management Headis responsible for leading the strategic planning, coordination, and oversight of all utility-related activities across the developments of Raemulan Lands, Inc. and Rayvanes Realty Corporation. This includes managing the end-to-end process of utility service delivery—such as electricity and water—from planning and application to activation or energization. The role ensures regulatory compliance and timely provision of utilities in alignment with project timelines. The Utilities Management Head also supervises a team of officers, liaises with utility providers, and contributes to policy development, risk management, and continuous improvement of utility systems.

Job Description

  • Lead the strategic planning, implementation, and monitoring of all utility-related initiatives across projects of Raemulan Lands, Inc. and Rayvanes Realty Corporation.

  • Oversee the performance and outputs of the Utilities Management Officers and related personnel, ensuring alignment with project goals and timelines.

  • Coordinate with senior management, utility providers, government agencies, and other stakeholders to ensure timely approval and delivery of utility services.

  • Monitor the complete review and approval of utility designs, project plans, and technical proposals to ensure regulatory compliance and operational efficiency.

  • Develop and implement policies, systems, and standards for utility management across all developments.

  • Ensure the completion of utility applications, permits, and service agreements from initiation to energization or activation.

  • Analyze project requirements and utility demands to provide guidance on infrastructure planning and resource allocation.

  • Evaluate the performance of utility service providers and recommend improvements, penalties, or alternatives when necessary.

  • Resolve high-level utility-related issues, conflicts, or delays that may impact project delivery.

  • Represent the company in negotiations, technical discussions, and regulatory consultations concerning utilities.

  • Assess risks associated with utility delays or failures and develop mitigation and contingency plans.

  • Guide the development and training of utility management personnel, fostering continuous improvement and technical growth.

  • Report to top management on the status, challenges, and opportunities concerning utility operations and strategy.

Job Qualifications

  • Bachelor’s degree in Electrical Engineering, Civil Engineering, Mechanical Engineering, or related technical field

  • At least 3–5 years of progressive experience in utility planning and management, infrastructure development, or engineering project execution, with a minimum of 5 years in a leadership or managerial role.

  • Advanced training in utility infrastructure planning, strategic project management, regulatory compliance, stakeholder management, and team leadership is an advantage.

  • Licensed Professional Engineer (e.g., REE, RME, RCE). Certifications in project or operations management (e.g., PMP, ISO 9001, Six Sigma) are highly desirable.

  • Expertise in utility systems strategy, inter-agency coordination, project lifecycle management, and policy development. Strong analytical, leadership, and decision-making skills. Proficient in using planning software systems (e.g., MS Project).
