Job description

The Construction Manager (Golf) oversees the planning, execution, and delivery of golf course construction projects, including fairways, greens, bunkers, irrigation systems, cart paths, and clubhouse-related infrastructure. This role ensures that all work is completed on time, within budget, and to the highest standards of quality, safety, and environmental sustainability. The Construction Manager coordinates with golf course designers, contractors, consultants, and internal teams to bring the project vision to life.

Responsibilities:

A. Planning and Pre-Construction

  • Coordinate with design, environmental, and golf course consultants for plan finalization.
  • Review construction drawings, specifications, and site constraints (sloping terrain, coastal proximity).
  • Participate in procurement and bidding of contractors, suppliers, and service providers.
  • Prepare and monitor project construction schedule, including critical path items.
  • Secure necessary permits, licenses, and clearances with LGUs and government agencies (DENR, HLURB, DPWH, etc.).

B. Execution and Construction Oversight

  • Oversee all horizontal development works (earthworks, roadworks, drainage, waterline, power, sewer, telecom).
  • Manage golf course construction elements (clearing, shaping, drainage, irrigation, greens/tees/fairways).
  • Ensure work is executed according to approved plans, quality standards, and environmental safeguards.
  • Supervise contractor activities daily and monitor manpower, equipment, and material deployment.
  • Ensure proper soil erosion control and siltation management (especially during rainy season).
  • Monitor implementation of environmental and safety programs (e.g., ponding, silt fences, dust control).

C. Cost and Contract Management

  • Review and validate contractor billing and change order requests.
  • Track project budget, actual costs, and forecast possible overruns.
  • Manage contracts and performance of subcontractors and third-party consultants.

D. Stakeholder Coordination

  • Coordinate with project owner, design team, operations group, and sales/marketing for project interface.
  • Facilitate regular site meetings and reporting to upper management.
  • Ensure communication with nearby communities regarding noise, dust, traffic, and water flow management.

E. Quality and Safety Assurance

  • Implement QA/QC protocols and testing for all site and golf works (soil compaction, materials, etc.).
  • Ensure compliance with national and local safety regulations (DOLE, OSHC standards).
  • Lead toolbox meetings and enforce proper PPE usage and worksite practices.

F. Progress Monitoring and Reporting

  • Prepare weekly and monthly progress reports with updates on accomplishments, risks, and milestones.
  • Track weather impacts (e.g., rainfall) and ensure proper site drainage and work recovery measures.
  • Maintain photographic and documentary records for progress and issues.

G. Turnover and Close-out

  • Ensure punchlisting and defect rectification prior to turnover.
  • Coordinate commissioning of utilities and final grading for golf features.
  • Support transition to operations/maintenance teams or clubhouse contractors.

Technical Skills and Competencies:

1. Site Development Engineering

• Earthworks and grading (especially on sloping terrain)

• Roadwork and pavement construction

• Drainage and stormwater management systems

• Water, sewer, power, and telecom utility layout

2. Golf Course Construction Knowledge

• Familiarity with golf course grading, shaping, and subgrade preparation

• Golf course irrigation systems (piping, pumps, sprinkler layout)

• Turfgrass base preparation and soil conditioning

• Construction of greens, tees, fairways, cart paths

3. Construction Management Tools

• Project scheduling tools (e.g., MS Project, Primavera)

• Quantity take-offs and cost estimation

• Budget tracking and cost control

• Billing validation and change order management

4. Quality Assurance and Quality Control

• Testing protocols for soil compaction, concrete, aggregates

• Inspection of site works per plans and specifications

• Implementation of QA/QC checklists and punchlisting

5. Health, Safety, and Environmental Compliance

• Site safety planning and risk assessments (aligned with DOLE standards)

• Environmental controls (e.g., erosion/silt control, ponding, dewatering)

• Emergency preparedness and response planning

6. Construction Drawings and Documentation

• Reading and interpreting civil, structural, and MEPF plans

• Redlining as-built drawings

• Permit, inspection, and compliance documentation

7. Geotechnical and Topographic Interpretation

• Working with survey data, topographic plans, and slope analysis

• Coordination with geotechnical engineers for slope protection and stability

  • Bachelor’s Degree in Civil Engineering (preferred)
  • Strong foundation in earthworks, infrastructure, and utility design and construction.
  • Required for PRC licensure in the Philippines.

Optional but Advantageous:

  • Licensed Civil Engineer (PRC board passer)
  • Legally required to sign off on construction-related documents.
  • Adds credibility for regulatory, design, and execution oversight.
