We are seeking an experienced and highly motivated Compliance Manager to lead and strengthen our regulatory compliance framework. This role is responsible for ensuring compliance with applicable regulations issued by the Bangko Sentral ng Pilipinas (BSP), Anti-Money Laundering Council (AMLC), and National Privacy Commission (NPC).
The successful candidate will oversee compliance monitoring activities, regulatory reporting, AML/CTF programs, sanctions screening, and data privacy initiatives while serving as a trusted advisor to business units on regulatory matters.
A. BSP Regulatory Compliance (Bangko Sentral ng Pilipinas)
1. Compliance Framework: Executes the Board-approved Compliance Program to identify, assess, and monitor compliance risks.
2. Regulatory Liaison: Acts as the secondary point of contact for the BSP; assist in coordinating on-site examinations and addressing off-site surveillance requirements.
3. Circular Management: Monitors, interprets, and disseminates new BSP Circulars and Memoranda. Conduct gap analyses to ensure operational alignment.
4. Reporting: Ensures the accuracy and timely submission of all BSP-required reports (e.g., FRP, Capital Adequacy, Liquidity reports).
5. Advisory: Provides guidance to business units on BSP regulations regarding credit, operations, and consumer protection.
B. AML/CTF & Sanctions Compliance (AMLC)
1. MTPP Implementation: Maintains and updates the Money Laundering and Terrorism Financing Prevention Program (MTPP).
2. Transaction Monitoring: Oversees the review of alerts and ensure the timely filing of Covered Transaction Reports (CTRs) and Suspicious Transaction Reports (STRs) via the AMLC Portal.
3. KYC/CDD Oversight: Audits and monitors Know-Your Customer (KYC) and Customer Due Diligence (CDD) processes to ensure high-risk clients are appropriately vetted.
4. Sanctions Screening: Manages the organization’s sanctions screening protocols against AMLC, UN, and OFAC lists.
5. Training: Designs and delivers annual AML/CTF awareness training for all employees and the Board of Directors.
C. Data Privacy Compliance (NPC)
1. DPO Support: Assists the designated Data Protection Officer (DPO) in ensuring compliance with the Data Privacy Act of 2012 (RA 10173).
2. Privacy Impact Assessments (PIA): Conducts PIAs for new products, services, or system implementations involving personal data.
3. Breach Management: Coordinates the response and notification procedures for data breaches and security incidents in accordance with NPC timelines.
4. Registration: Manages the annual registration/renewal of the Data Processing System and the DPO with the NPC.
D. Compliance Testing & Monitoring
1. Audit Support: Conducts regular compliance testing and thematic reviews of various departments to identify potential breaches or control gaps.
2. Corrective Action: Tracks the implementation of remediation plans resulting from internal audits or regulatory examinations.
3. Such other compliance-related tasks that the Company may assign.
1. Bachelor’s degree in Law, Finance, Business Administration, Risk Management, or related field; advanced certifications (e.g., CAMS, Certified Compliance Officer) are a plus.
2. At least 5–8 years in regulatory compliance, AML/CTF, or risk management within banking, financial services, or related sectors.
3. Deep understanding of BSP regulations, circulars, and reporting requirements.
4. Strong knowledge of AML/CTF regulations, KYC/CDD processes, and sanctions screening (AMLC, UN, OFAC).
5. Knowledge of the Data Privacy Act of 2012 (RA 10173) and privacy compliance requirements.
6. Strong analytical and reporting skills, including gap analyses and compliance monitoring.
7. Ability to prepare regulatory reports, manage compliance programs, and liaise with regulators.
8. Leadership and advisory skills to guide business units on compliance matters.
9. Experience in designing and delivering compliance, AML/CTF, and data privacy training programs.
10. Detail-oriented, proactive, and capable of managing multiple regulatory obligations.
11. High ethical standards and commitment to regulatory compliance and corporate governance.
