BlockShoals Technologies is a Philippine SEC-registered Crypto Asset Intermediary operating within a regulatory sandbox. We are building digital asset infrastructure for the Philippine market under active regulatory supervision, which makes compliance a core function of this business.
ABOUT THE ROLE
We are hiring a Compliance Manager to help build and execute our compliance program end to end, across AML/CTF, securities and consumer protection obligations, and data privacy.
This is a broad, all-around role. You will sit close to every regulated part of the business and be expected to move between drafting a policy, testing whether it actually works, and writing the memo that explains it to management. It rewards regulatory understanding, practical judgment, and strong writing in roughly equal measure.
You will report to the Compliance Officer and work closely with the AML and transaction monitoring functions.
WHAT YOU WILL DO
Anti-money laundering and counter-terrorism financing
- Support customer due diligence and onboarding: review of KYC records, beneficial ownership information, enhanced due diligence for higher-risk customers and PEPs, and sanctions and adverse media screening
- Assist with transaction monitoring, alert review and disposition, and the preparation of Covered and Suspicious Transaction Reports for filing with the AMLC
- Help maintain AMLC registration, recordkeeping and retention, digitization of customer records (DIGICUR), and periodic submissions such as QUADSREC
- Monitor developments under the AMLA and its implementing rules, the TFPSA, and AMLC issuances including GoTRACS, and help translate them into policies and procedures
Securities regulation and consumer protection
- Track and help fulfill obligations and reporting commitments under the applicable SEC rules for crypto asset service providers, and help prepare submissions, responses, and periodic reports
- Support compliance with the Financial Products and Services Consumer Protection Act, including the handling and reporting of customer complaints and disputes
Data privacy
- Support Data Privacy Act compliance: NPC registration, records of processing, privacy notices, and data subject requests
- Assist the Data Protection Officer on privacy impact assessments and breach management
- Reconcile privacy duties against AML retention and reporting requirements
Policies, testing, reporting, and documentation
- Draft and maintain policies, standard operating procedures, manuals, and registers
- Prepare compliance testing plans, workpapers, findings, and recommendations; identify gaps and track corrective actions through to closure
- Prepare compliance memoranda, monitoring and testing reports, management updates, and board and regulatory documentation
- Maintain audit-ready records and support audits, examinations, and regulator requests
- Help deliver compliance training across the business
- Coordinate with external partners on shared compliance matters and confirm that arrangements meet company policy and Philippine legal requirements
WHAT YOU WILL BRING
Required
- At least 3 years in compliance, regulatory affairs, internal audit, risk management, legal, or a related function; 5+ years preferred at the manager level
- Bachelor's degree in law, accountancy, business, finance, or a related field
- Working understanding of Philippine regulatory frameworks, in particular the AMLA and its implementing rules, and familiarity with SEC, AMLC, BSP, and NPC requirements
- Strong analytical, research, documentation, and writing skills
- The ability to translate law and policy into practical procedures and testing steps
- Sound judgment and discretion
Nice to have
- Experience in fintech, virtual asset, e-money, payments, banking, or other financial services environments
- Exposure to AML transaction monitoring, sanctions screening, KYC systems, or regulatory reporting tools
- Familiarity with data privacy and consumer protection requirements
- A law, accountancy, internal audit, or certified compliance background such as CAMS
