Job summary

World Vision Bangladesh is seeking a Field Program Officer to ensure mobilization is conducted to standards and to sensitize beneficiaries, RFSCs, volunteers, and community leaders about food distribution and entitlement under the GFA program.

You will coordinate with volunteers, Majhis, Imam, and local partners, conduct spot checks, prepare daily reports, and support monitoring and safeguarding policies across field operations in Bangladesh.

Qualifications

• Bachelor degree in any subject and ability to implement projects.
• Strong presentation and communication skills for individuals and groups.
• Analytical thinking and problem-solving ability; translate analysis into activities.
• Basic computer literacy with Microsoft Word, Excel, PowerPoint and databases.

Responsibilities

• Assist to prepare mobilization schedule through supervisor with camp and block information.
• Mobilize and sensitize beneficiaries on time, date, and food allocation.
• Invite beneficiaries to receive allocated commodities with proper lists and details.
• Coordinate with RFSCs, volunteers, Majhee and community leaders on food entitlement.
• Ensure crowd-free transactions and conduct site checks on storage conditions and quality.
• Conduct onsite assessments and verify beneficiary information and categories.
• Prepare daily and monthly reports and support monitoring activities.

Job Description

Position Purpose:

The purpose of the position is to ensuring the mobilization is conducted according to set standards and also sensitizing to the different stakeholders like; beneficiaries, RFSCs, Volunteers, in the blocks. Emphasis will be on quality and accountability of GFA programming, within the framework of General Food Assistance Program into World Vision Refugee Crisis Response.

Key Responsibility

Quality and quantity program of GFA:

• Assist to prepare mobilization schedule to his / her supervisor through giving information about camp and block;
• Mobilize and Sensitize GFA beneficiaries on time and date wise transaction and food allocation for the beneficiaries;
• Invite beneficiaries to receive allocated commodity followed by beneficiaries list with authentic time, place, system and size;
• Sensitize RFSC, Block Volunteers, Majhee and Community leaders on food basket and entitlement of the beneficiaries;
• Coordination with the volunteers, labors, porters and local community for minimize the crowed and work in the E-Voucher outlet when assigned by supervisor;
• Close coordination with block Majhiee, Site Management and monitor Block volunteer's performance an engagement at Community level;
• Ensure crowed free transaction at outlet level;
• Do visual spot checks of commodity storage conditions and food quality:
• Conduct onsite and PDM and any other assessment;
• Verify and give necessary information regarding individual beneficiaries, category of beneficiaries group, migration, shifting to other catchment / block/ camp.
• Support rapid response team during HEB and Hot meal distribution;
• Willing and ready to work in any natural disaster or emergency situation anywhere in Bangladesh
• Represent World Vision Bangladesh in any stakeholders meeting
• Follow and maintain child safeguarding policies, anti-harassment policy, code of conduct and other policies of WV-B
• Any other tasks assigned by the Supervisor

Networking And Communication

• Communication with volunteers, RFSCs, Majhis, Imam, Community key stakeholders
• Willing and ready to work in any natural disaster or emergency situation anywhere in Bangladesh
• Prepare daily, monthly report with accuracy.
• Perform any other duty assigned by Outlet Supervisor.

Conduct Attend Meetings

• Monthly coordination meeting with all staff, documentation of the report.
• Motivate to volunteers to their daily activities and act as a mentor of them.

Monitoring of volunteer movement, Sensitization at block level

• Verification of new beneficiaries, exclusion and inclusion and Feedback from beneficiaries
• Any other tasks assigned by the Supervisor.
• Support to Help Desk, OMTL, M&E

Engagement And Communication With WV Management

• Supervision of Monthly LDR of all staff at the end of the month
• Trainings, Performance Goal settings, Staff evaluation and report to Program Manager and BRCR Management

Knowledge, Skill & Experience

Required Education, training, license, registration, and/or Certification:

• Bachelor Degree in any subject
• Must have knowledge and skills of project implementation
• Understands business principles and market-based approaches
• Strong understanding of local economic development and ability to diagnose and assess local economies
• Familiar with the principles and practice of the value chain analysis and development
• Strong presentation and communication skills to individuals and groups
• Analytical thinking and problem-solving ability
• Ability to translate analysis into activities
• Strong abilities to persuade, network and negotiate
• Proven capacity to plan and organize complex operations
• Basic computer literacy using of Microsoft Office (Microsoft Word, Excel, MS Power Point), & other database program.
• Minimum 3 years experience with NGOs or international development organisations in food security/nutrition/emergency project or programme
• GFA program
• Demonstrated commitment to World Vision values and philosophy, and capacity to engage with the broader community in living these values.
