The project aims to strengthen community resilience to climate impacts and enhance livelihood security through a bamboo propagation initiative, aligning with IOM's focus on displacement solutions and climate resilience.
This consultancy aims to enhance the capacity of a community-based organization (CBO) in Rodriguez (Montalban), Rizal, to effectively manage and sustain a climate-resilient bamboo propagation and green livelihood project. The role will provide crucial technical assistance and training in organizational management, business development, and operational efficiency. By strengthening the CBO's institutional, operational, and business management capabilities, the consultancy will enable them to manage project inputs, establish robust systems for growth, and ensure the long-term viability of their bamboo-based livelihood enterprise. This support is integral to IOM's broader strategy of advancing solutions to displacement and mitigating migration vulnerabilities in climate-affected areas, ultimately empowering the community towards greater climate resilience and improved livelihood security.
The consultant will conduct a baseline assessment of the CBO's capacities, identifying gaps and areas for support. They will design and deliver tailored training and coaching sessions covering organizational management, business planning, procurement, inventory, marketing, stakeholder engagement, financial literacy, and reporting. The consultant will also review and assist in improving organizational policies, operational guidelines, and business processes. Regular monitoring, mentoring, and technical support will be provided throughout the project implementation. Periodic progress reports detailing activities, findings, challenges, and recommendations will be submitted to IOM. Deliverables include an inception report, organizational capacity report with training plans and revised policies, training materials and reports, and final monitoring reports on the CBO's progress.
A bachelor’s degree in economics, business management, public policy, development studies, social sciences, or a related field is required, coupled with a minimum of seven years of relevant professional experience. Alternatively, an advanced/graduate degree with at least five years of relevant experience is acceptable. Fluency in English is essential, with strong communication and report-writing abilities.
Demonstrated experience in organizational capacity development, business development, and institutional strengthening for community-based organizations, cooperatives, or SMEs is required. Familiarity with community development, sustainable livelihoods, climate resilience, or nature-based solutions programming is advantageous. Experience with safeguarding, protection, inclusion, and do-no-harm principles is also beneficial.
