Job summary

International Organization for Migration (IOM) seeks a skilled consultant to strengthen migration health referral systems in BARMM. The role involves refining referral pathways, developing SOPs, and delivering capacity-building programs for local health authorities and frontline workers.

You will produce a comprehensive package to improve access to health services for Returning Filipinos, migrants and mobile populations.

Responsibilities

• Refine and validate a Migration Health Referral Pathway Package for ZamBaSulTa, including flowcharts, standardized forms, tracking tools, and a roles and responsibilities matrix.
• Prepare a draft SOP Manual detailing identification, referral, follow-up, coordination, and confidentiality protocols.
• Develop and deliver a capacity‑building program with training materials and workshops for stakeholders on referral pathways and risk communication.
• Finalize all technical outputs, develop an Institutionalization and Sustainability Plan, and present the final package to IOM and stakeholders.

Organizational context: The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. Its health program in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) aims to strengthen health systems and improve healthcare access. This consultancy, under the BRIGHT-BARMM project funded by KOICA, focuses on enhancing the capacity of local health authorities and frontline workers to support returning migrants and mobile populations.

Job purpose: This consultancy aims to strengthen migration health referral systems in ZamBaSulTa by refining and institutionalizing referral pathways. The role involves developing standardized referral tools and Standard Operating Procedures (SOPs), building stakeholder capacity through training and mentoring, and establishing sustainable coordination and governance mechanisms. The ultimate goal is to improve access to health, protection, and essential services for Returning Filipinos from Sabah (ReFS), migrants, and mobile populations, contributing to better health outcomes and reducing health-related risks during displacement and migration cycles.

Education: A Master’s or higher degree in Public Health, Health Systems Management, Global Health, Sociology, Communications, Emergency/Disaster Management, or a related field is required. Ten years of relevant professional experience is also necessary.

Work experience: Required experience includes advanced knowledge in public health, global health security, and migration health. Demonstrated experience in developing and institutionalizing referral systems, SOPs, case management, and health programming for migrants and vulnerable groups is essential. Experience in complex health systems, particularly in the Philippines or similar contexts, is desirable.

Skills: Strong analytical, communication, and training skills are required. Excellent report writing, facilitation, and stakeholder engagement abilities are necessary for producing high-quality technical outputs and recommendations. Familiarity with migration health programming, health systems strengthening, and relevant international standards is also crucial.
