Acts as management’s principal assistant and consultant in the development of HSE programs to prevent accidents, eliminate hazards from workplace, and correct unsafe practices, while ensuring compliance to all health and safety reporting, regulatory and statutory requirements.
- Reports directly to the Cluster Safety Manager regarding all matters pertaining to corporate and project HSE.
- Advises on development, review and updating of health and safety policies, objectives and targets.
- Assists in developing, reviewing, and updating standards, and standards procedures in health and safety, and putting these into practice.
- Submits all required health and safety statutory and regulatory reports and requirements
- Assists government agencies in the conduct of health and safety inspection, accident investigation or any other related programs
- Performs duties of DOLE-Bureau Safety Officer as stated in the OSH Standard Rule 1040 and DO252
- Plans and implements OHS policies and programs to ensure zero disabling accidents and fatality
- Annual review of HIRAC for critical processes
- Conducts risk assessment for critical processes
- Conducts investigation of accidents and submits report and analysis of the accident to management
- Recommends and/or conducts health and safety training for employees and orientation for contractors
- Represent the company to different Safety and Health affiliations during meetings, conferences, or conventions.
- Provides OSH technical consultancy services to the company
- Prepares OSH reports for H&S committee meeting, Safety Officer Network (i.e., internal SO and external – ECM and contractors SO
- Develops continuous improvement program
- Develop and maintain database of OSH compliance and KPIs of assigned projects as part of the performance monitoring to prevent/reduce accident in the workplace
- Performs regular project site inspection and audit to check compliance to OSH standards and measure effectiveness of OSH Management System
Job Qualifications
- Must be a Bachelor's Degree in Engineering or relevant discipline.
- Proficient in RA 11058: OSH Law and its IRR
- At least five (5) years’ experience in implementing OSH management system and OSH Standards
- DOLE Certified SO3 or higher
- With strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations.
- With proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence, preferably as former team leader, or under a managerial capacity.
- With excellent leadership, communication (written, oral and presentation/facilitation) and interpersonal skills.
- Self-motivated, decisive, and with the ability to adapt to change and competing demands.

- Must be focused, driven and can work under pressure.
