Wee Community Developers, Inc. in the Philippines seeks a seasoned Civil Engineer to lead project feasibility, budgets, contracts, and implementation.

The role requires 10+ years of experience, a professional license, and strong leadership. You will optimize resources, enforce safety, and mentor staff while coordinating with finance and operations to deliver cost-effective, timely projects.

Qualifications

• Bachelor's degree in civil engineering and professional license.
• At least ten years of related working experience.
• Excellent communication and teamwork.
• Highly organized, detail-oriented, and able to multitask.
• Proficient in Microsoft Office.
• Willing to start as soon as possible.

Responsibilities

• Evaluate project feasibility.
• Review budgets, bids, cost estimates, and contracts; verify billings.
• Monitor budget utilization and coordinate with Finance on cash flow.
• Recommend tools (e.g., CPM, MS Project) for cost-efficient, timely completion.
• Promote development of engineering methods and designs.
• Plan and allocate resources (finance, manpower, equipment, materials, site facilities).
• Monitor progress; evaluate contractor output and efficiency.
• Oversee bids and awards process.
• Approve borrowing materials and progress billing.
• Render periodic reports and advise management on changes.
• Ensure safety and health standards.
• Conduct periodic performance evaluations.
• Coach and mentor staff; support trainings.
• Suggest training tools to enhance performance.
• Perform other related duties as assigned.

Job description

What you'll do

1. Provide assistance in evaluating project feasibility.

2. Review and make sound recommendations on budgets, bids, cost estimates, and contracts and verifies billings.

3. Monitor and review actual budget utilization of the project; and coordinate with Finance schedule and budget requirements for Cash flow building.

4. Establish effective and efficient methods; and recommends strategic technical tools (such as CPM, MS PROJECT) in order to ensure that the project is completed in a cost-efficient and timely manner.

5. Promote continuous development and innovation of engineering methodologies and architectural designs.

6. Plan, forecast, and efficiently allocate resources needed by the project such as but not limited to:

a. Finance
b. Manpower
c. Construction Equipment including installation, maintenance, and repairs
d. Construction Materials and Supplies
e. Site facilities (Barracks, Warehouse, and TEMFACIL)

7. Monitor and evaluate project progress. Assess contractor output and work efficiency.

8. Primarily assigned to handle and oversee the bids & awards process of awarding units to contractors.

9. Act as the approver for borrowing materials and progress billing of contractors

10. Render periodic reports and confer with higher Management on any changes or improvements to project plans, specifications, and/or implementation procedures.

11. Ensure compliance with safety and health standards and protocols at all times.

12. Conduct periodic performance evaluations of personnel

13. Empower personnel. Support their continuous development by coaching, mentoring, or sending them to trainings, seminars, or Continuing Professional Development (CPD) seminars.

14. Suggest training tools to enhance employee performance and skill development

15. Performs other related duties that may be assigned from time to time.

Must be well-versed in all construction methodologies and procedures and able to coordinate a team of professionals of different disciplines to achieve the best results. Should have an analytical mind and great organizational skills.
